well its based on risk of actually causing accidents, not mere annoyance. so if they driving slower but not crashing then they get a lower rate

Well the Maxis and Police van supposed to be on the PBR, the 4th vehicle (looked like a red Kia Carnival or one of those style of vehicles) didn't appear to have a PBR pass.
There need's to be a more stringent policing of the PBR by non approved users. Its easier money than speed traps for the Government.
