GOVERNMENT HAS RECEIVED THE OVER 200,000 VALUATION FORMS NEEDED TO TRIGGER THE PROPERTY TAX COLLECTION.

Prime Minister Dr Keith Rowley says his government is not going to ask citizens to pay a huge amount of property tax “to break your back”.

In an interview with the Express last week on a wide range of issues, the Prime Minister was asked whether the Ministry of Finance had reached the 50 per cent threshold to commence the implementation of property tax.

He responded: “Two hundred thousand returns had to be had and we have that. We now have to value the properties and then the tax could kick in at that stage.”

Told that property tax is another hit on the taxpayer, the Prime Minister said the bottom line was what could be done to improve people’s lives in their communities. He asked rhetorically what changes take place during the three-year period that local government elections are held.

It would be interesting to see the geographic distribution of the returns submitted.

Allyuh remember my words clearly.
Government is deliberately collapsing the economy so that people cannot afford their property taxes. That clause to seize property is there for a reason.
Property gets bought up by 1%.
Turn T&T back to the plantation massa mentality.
You have been warned

No timeline for property tax implementation

The Government currently has no definitive timeline for the implementation of property tax.

This from Minister in the Ministry of Finance, Brian Manning who told Guardian Media even when legislation is passed for local government reform, corporations will be funded by the Central Government.

The ruling People’s National Movement (PNM) has signaled their intention to pass the Miscellaneous Provisions (Local Government Reform) Bill 2020 by a simple majority, bypassing the need for Opposition support.

Speaking in Parliament last Friday, Manning said property tax implementation was critical to local government reform. At the time, he blasted the Opposition United National Congress (UNC), saying they were trying to block local government reform.

“They know full well that Local government has to be funded by property taxes and that is why they have been going to great lengths from the very beginning to obstruct both, both local government reform and also the implementation of reasonable and sensible property taxes. It would be virtually impossible to effectively finance local bodies and grant them the autonomy that they deserve without the implementation of property taxes,” Manning said on Friday.

However, when asked yesterday about the timeline for implementation of property taxes, Manning responded, “Not to date.”

Asked about whether the Government would consider delaying the implementation, given complaints by citizens about the high cost of living, Manning said, “You cannot delay what is yet to be decided. There is no definite timetable for the implementation of property taxes.”

When he was asked whether the non-implementation would put the Government in a precarious position with their plan to implement local government reform, Manning said, “Local govt reform is a gradual process and will not happen overnight even with the passage of legislation. Implementation will be a gradual process and of course, the well-being of the national community will always be first.”

He said local government bodies will continue to be funded by the Central Government and various “other sources” that currently exist.

Imbert: Property Tax to be implemented before Dec 31

Finance Minister Colm Imbert has confirmed that citizens can expect Property Tax to be implemented before December 31, 2022.

“Barring unforeseen circumstances, the implementation of property tax is expected to commence in calendar year 2022,” was Minister Imbert’s initial response to Couva South MP Rudranath Indarsingh's question on when citizens can expect the exercise.

However when further pressed by his colleague Barataria/ San Juan MP Saddam Hosein in the Parliament this afternoon as to “which month in calendar 2022 that Government intends to implement the property tax,” Minister Imbert noted:

“Before the 31st of December 2022.”

Asked whether Government was giving any consideration to persons who did not submit their forms to waive the $5000 fine, Minister Imbert noted that there was ‘relevant information’ in the public domain, “whether the State can waive the fine or not.”
Asked whether the tax would be implemented in both residential and commercial properties, Minister Imbert noted:

“At this stage, it’s residential which is consistent with the Government’s policy to put Regional Corporations in funds because the Local Government reform packet before the Parliament makes it crystal clear that upon approval of that legislation by the Parliament, the collection and retention of residential property tax will be for the account of Regional Corporations- part of our reform process.”
