Political analysts raining cats & dogs
THE craft of political analysis has gone to the dogs and cats.
Now Indera Sagewan-Alli, whose training is in economics, is being paraded in the Express newspaper as a political analyst.
This follows the on-going widespread use of Dr. Winford James also as a political analyst, even though his professional training is in languages.
Sagewan-Alli, a sharp critic of the current administration virtually from its inauguration, was sourced by the Express to discuss the controversial comments of Vernella Alleyne-Toppin.
Not surprisingly, she intoned that this was a big blow to the People’s Partnership’s general election campaign.
She also proffered political advice to Prime Minister Kamla Persad-Bissessar. Without indicating what gave her special insight into issue, the Express quoted Sagewan-Alli liberally on Alleyne-Toppin’s comments, the no-confidence motion against Opposition Leader Dr. Keith Rowley and the latter’s dog and cat remarks.
The “analyst” was predictably critical of the government.
Even in the midst of her tirade, she is quoted as saying that this was not a matter to be pontificated upon.
The newspaper did not interview anyone else with an opposing view, in an effort to provide balance and perspective.
The Express, edited by one Omatie Lyder, also profusely utilises James as an “analyst” on politics and national affairs.
Even before the start of the election campaign, James wrote that the People’s National Movement (PNM) will emerge victorious.
The newspaper’s “investigation” and reportage are routinely critical of the ruling administration.
Subjects of such coverage often take out paid whole page advertisements in the same Express to correct factual inaccuracies.
The National Gas Company (NGC) and Petrotrin are two recent examples.
Any criticism of the newspaper and, especially its female journalists, spark emotional responses of an attack on women in the media.
The Express responded angrily last week to critical analysis of its journalists, which came, ironically, from another female journalist.
The newspaper saw the criticism as part of an orchestrated campaign by the government.
The newspaper wrote an emotive editorial.
Maybe Sagewan-Alli would also soon do an “analysis” on that.

Blows for PNM Tobago candidate
WENDELL BERKELEY pulled out as People’s National Movement (PNM) candidate for Tobago East because he had virtually no support among party colleagues.
Berkeley’s situation was similar to that of Anthony Garcia, the unpopular PNM candidate for Arima.
Berkeley was not able to build momentum from the Tobago East constituency officials of the party or from the Tobago House of Assembly (THA) officials.
In fact, the PNM flock in the constituency kept away from Berkeley’s fledgling campaign and some even criticised his selection by the party’s top brass.
Some PNMites on the island attacked Berkeley on Facebook, alleging he was unsuitable to be a general election candidate.
One person claimed that Berkeley “would be worse than (Stanford) Callender, who spent years in Parliament and the only time he opened his mouth was when he wanted to yawn.”
Certain party supporters even discussed a public protest against Berkeley and a sustained campaign to have him replaced.
Those supporters charged that PNM leader Dr Keith Rowley did not weigh their views in selecting the candidate.
Berkeley served a term as a THA assemblyman, but was defeated by Steve Jack of Tobago Organisation of the People (TOP) in 2009.
He is said to have little grounding in the constituency and has not been involved in any meaningful political activity.
Berkeley fought doggedly to win support among the party faithful, but influential constituency figures resisted him and began a campaign to have him removed.
His withdrawal is seen as a blow to the leadership of Rowley and the working of the screening committee.
There are several other PNM candidates with little connections in the constituencies in which they were selected to contest.
At Arima, PNMites are strongly opposing Garcia and claim to be “in mourning” over the slighting of the likeable Pennelope Beckles-Robinson.

Chaguanas West blanks Warner…again
JACK WARNER had to scrap a meeting in Chaguanas West last week because of poor attendance.
Apart from a few Independent Liberal Party (ILP) disciples, there was virtually no one in the Member of Parliament’s meeting.
The session was called off.
This is the latest stalled attempt by Warner to kick-start some political activity in the constituency which, until a couple years ago, virtually worshipped him.
A female activist in Chaguanas West has been doing some stomping among constituents in an effort to attract support for Warner ahead of the general election.
Residents who had earlier flown Warner’s party flags in their front yard are now ignoring the ILP campaigner.
This latest failure follows the virtual shutdown of Warner’s one-time hectic constituency office.
The MP now has minimal presence in such places as Felicity and Charlieville, where he was once hugely popular.
Warner’s personal plans for the election are not known, but it is now unlikely he would return to Chaguanas West.
Voice Today reported last week that the ILP is seeking invitations from constituencies to offer candidates in those seats.
So far, none has been forthcoming. The ILP has not been able to raise campaign financing.
Warner’s mouthpiece publication is not expected to survive beyond the forthcoming election.
Some of the employees have been seeking jobs in the traditional media.

Drayton Slammed
PROMINENT attorney-at-law Wayne Sturge slammed into Independent Senator Helen Drayton, as debate on the now passed Bail Amendment Bill 2015 took place in the Senate on Tuesday.
Sturge, sworn in as a temporary Government senator for the debate, slammed that Drayton appeared to have had a change of heart since the People’s Partnership Government came into power.
“She supported similar legislation under the PNM in 2008!” Sturge exclaimed.
Sturge quoted extensively from Parliament’s Hansard records to show Drayton wholeheartedly supported a bail amendment bill under the previous PNM regime.
Accoring to Sturge, back then Drayton, making reference to the number of kidnappers arrested for a spate of horrendous crimes around that time and who were denied bail, told the Upper House the then bill preserved her rights over the rights of criminals.
She was addressing the issue of the constitutionality of the bill.
Some have argued that the Constitution preserves the right to liberty of all until proven guilty, while others said it also enshrines the right to every citizen to protection and safety.
“But in 2014, she (Drayton) did not vote for this bill and today, she said she would not support it,” Sturge said.
His expose of Drayton’s apparent double mindedness elicited loud protests from PNM Senator Camille Robinson-Regis.
“I am not addressing you. That’s out of place. Don’t interrupt,” Sturge told her.
Sturge then explained how during the 120 days the accused person will be held without bail, the prosecution will enough time to collate its witnesses and prepare their statements.
One thing criminals enjoy and take advantage of in the criminal justice system is delay, he said.
“Witnesses cannot testify either because they are too afraid or are dead.”
Responding to concerns from some senators, Sturge said innocent people arrested will not be jailed for years.
He said the bill applies only to those arrested on gang charges and who had previous convictions or pending charges of possession of a firearm with the intention to commit violent crime.
He then hit back at Opposition Senator Avinash Singh, who charged that the country’s borders remain porous and facilitate the smuggling of containers of guns into the country in pirogues.
A container of guns cannot come through the Caroni River on a pirogue, Sturge said.
He recalled the case of deceased PNM financier Hafeez Karamath, who was accused of bringing a large supply of guns into the country.
Sturge said the weapons may have come through the port with the permission of corrupt officials.
Responding to questions from Opposition Senator Fitzgerald Hinds, he said Karamath may have gotten the money to purchase the guns from government contracts he got from the PNM.
And, when the topic of the Section 34 fiasco was brought up, Sturge said the PNM complained endlessly about it but never mentioned that they, also, actually voted for it.
The Bail Amendment Bill 2015 was passed on Tuesday with the required three-fifth’s majority.
People arrested on gun charges will now be held for 120 days without bail.

CLEAR PM, ANAND
By NALINEE SEELAL Tuesday, March 17 2015
POLICE investigators have reportedly found no criminal misconduct on the part of Prime Minister Kamla Persad-Bissessar and former Attorney General Anand Ramlogan in the emailgate affair and are recommending both be cleared of all accusations.
The recommendations are said to be in a draft document prepared by Superintendent of Police Baldeo Nanan who led a team of officers investigating the claims which linked several Government officials to criminal conduct.
Also prominently mentioned in the matter were Minister of Works and Infrastructure Suruj Rambachan and former Minister of National Security Gary Griffith. According to Newsday sources, documents relating to Rambachan and Griffith are yet to be perused by investigators.
The Nanan document was reportedly sent to Deputy Police Commissioner Glen Hackett for his perusal and is expected to be made available to Deputy Director of Public Prosecutions (DPP) Joan Honore-Paul in a few days time.
Newsday understands Nanan and his team of five officers completed their examination of documents from Google International last Friday and over the weekend, with the assistance of legal officers from the Police Service, prepared the document in which they found no evidence to suggest the Prime Minister and Ramlogan were involved in any criminal misconduct.
The officers also provided a copy of emails read in Parliament in 2013 by Opposition Leader Dr Keith Rowley and the emails provided by Google for the period September 1 to September 30, 2012.
The emails from Google are said to differ from emails which were presented in Parliament by Rowley. TTPS Head of Corporate Communications Ellen Lewis, when contacted yesterday to ascertain whether Hackett had received the draft document from Nanan, would only say, “The investigations are ongoing.”
Lewis said she made a check with Hackett who said he was not in possession of any draft document at that time from the team of officers probing the controversy. Newsday understands officers are yet to receive from Google the emails for the same period sent and received by Rambachan and Griffith.
This means the police will have to wait until those documents are received from Google before they can proceed with the enquiry or bring it to an end. Sources revealed the CD from Google which contained nine folders was perused by officers and matched against the emails purported to have been sent and received by the PM and Ramlogan for the period September 1 to September 30, 2012.
Newsday understands that after Honore-Paul meets with the police on the matter, a statement could be issued. The CD was described by Acting Police Commissioner Stephen Williams as voluminous, but he promised that when the review is completed and direction sought it will be made public.
The number of emails shared between Ramlogan and Persad-Bissessar are reported to be close to 100, while the other emails consist of exchanges between the PM, the former AG, Griffith and Rambachan.
The emails were sent by Google through the United States State Department of Justice to Netram Kowlessar, of the Central Authority based at the office of the Attorney General on January 29.
Sources revealed a covering letter was signed by an official of the Justice Department on behalf of Mary D Rodriguez, Acting Director of the Office of International Affairs in Washington.
Newsday understands copies of the emails were sent to the Office of the DPP and Acting Commissioner of Police Stephen Williams.
The compilation of emails was passed on to the police legal department by Williams and officers there started reviewing the emails along with those presented in Parliament. Persad-Bissessar has indicated she will be taking legal action against Rowley for defamation of character.
It is further understood the US Department of Justice confirmed there was no responsive information in relation to the email address: anan@gmail.com, but materials in relation to the addresses of Griffith and Rambachan were still outstanding.
The Department of Justice reportedly sent a response following a request for assistance over allegations of misconduct in public office against the Government officials. Police are mindful that the Integrity Commission is doing its own probe into the matter.
In May 2013, Rowley alleged a conspiracy to murder a journalist and to pervert justice, during a motion of no-confidence against the Government. He produced what he said were email exchanges among the Prime Minister and Government ministers in relation to the circumstances surrounding the early proclamation of Section 34, which sought to bar prosecution of persons on charges more than ten years old — a move which it was suggested could potentially have freed UNC financiers Steve Ferguson and Ish Galbaransingh who are facing white-collar crime charges.
Immediately after Rowley made the allegations, Persad-Bissessar referred the matter to the police for investigation. The case was assigned to Assistant Commissioner of Police Mervyn Richardson but upon Richardson’s retirement, the matter was assigned to Hackett in late 2013.
Newsday understands Hackett made a request of the Central Authority to seek assistance from the US Department of Justice, calling for any relevant information and to conduct checks to test the claims made. The investigator is said to have called for any emails for the period August 31, 2012, to September 30, 2012, relating to the named email accounts.
