Siparia Regional Corporation workers sent home

The contracts of approximately 83 temporary employees at the Siparia Regional Corporation, [SRC], were “put on hold” following a directive from the Permanent Secretary of Local Government.
The directive to terminate the contracts, which was sent to the SRC chief executive officer and dated September 13, read: “Please be advised that the approval of all contracts inclusive of employment contracts should cease with immediate effect.” SRC chairman, Leo Doodnath, revealed this to a small group of placard-bearing workers who had assembled in front of the Corporation’s High Street, Siparia administrative offices yesterday morning. Some of the placards read- “New govt, new plan, kill poor people’ and “we need work.” “We have official notification from the Ministry of Local Government.
The permanent secretary has advised that all contractual employment be put on hold and the people who would fall in this category would be the public convenience contracted workers, the cemetery wacker men, the 10 days labourers, the beach cleaner and our caretakers in all our pavilions and washrooms for the region,” Doodnath told the small gathering of workers.He however noted that the Opposition UNC controlled Corporation had approved the continuation of these contracts which would have witnessed the continuation of the short term contracts.
“We really cannot enter into any contractual arrangements, short term labour with any of you for the time being and we have asked to hold on such employment,’ he added.” “I want to advise you to hold your hand a little bit, we’ll seek clarification, we’ll seek more information and let’s hope we can resolve this issue in a positive way,” he said.
And asked about the number of workers affected by the termination of contracts, he said 28 caretakers, 17 wacker men and 38 beach work cleaners as well as just over 100 persons hired to clean drains and construct roads would have been affected.

AG misses Warner deadline

ATTORNEY General Faris Al- Rawi has missed his deadline to sign the Authority to Proceed (ATP) in the extradition matter against corruption-accused Jack Warner, which could lead to him being freed on Monday. At 4 pm yesterday, sources said the ATP was not signed by the Attorney General who has now written to Chief Magistrate Marcia Ayers-Caesar seeking an extension.
The matter comes up for hearing before her on Monday.
If she refuses to grant the extension, Ayers-Caesar will then have to quash the provisional warrant which has him before her.
The extradition process will then have to re-start with Warner having to be rearrested.
Speaking to the media at the Hall of Justice in Port-of-Spain at the opening of the new Law Term yesterday, Al-Rawi declined to comment on his deadline to sign the ATP, saying his office intended to act as the office should which was not to engage in public litigation or making announcements of matters in which it is involved.
He, however, assured that the Office of the AG will act with expedience and within Constitutional parameters. “We must act very carefully cognisant of the fact that every decision is under review,” he said.
Al-Rawi, who was only sworn in as AG last week, has only had since then to consider the record of case sent by the United States authorities as well as legal advice on the transposition of the charges against Warner.
Newsday understands that attorneys representing Warner wrote the new AG asking that he consider representation on their client’s behalf.
A similar request had been denied by former AG Garvin Nicholas.
The advice was provided to the Central Authority by attorneys representing the State in the extradition matter.
According to the advice given there are no legal barriers preventing the signing of the Authority to Proceed as the charges for which Warner was indicted in the United States were compatible with charges found in local law. Warner is currently on $2.5 million bail after surrendering himself to Fraud Squad officers on May 27 after learning the warrant had been issued for his arrest.
He has been indicted as it relates to four schemes related to the alleged acceptance of bribes for media and marketing rights to the Concacaf Gold Cup tournaments and World Cup qualifier matches played by Caribbean Footbal; alleged acceptance of bribes in relation to FIFA executive committee votes for South Africa to be the host nation for the 2010 World Cup Union teams and allegedly facilitating and abetting the payment of bribes to members of the CFU to influence their votes in the 2011 FIFA election.

Cops: Businesswoman was kidnapped

THE case involving businesswoman Carolyn Katwaroo, 43, who was last seen on Friday night leaving her San Fernando home is no longer being treated as that of a “missing person”, investigators said yesterday, but as a “kidnapping.” A high-powered team comprising officers from the Cyber Crime Unit, Homicide Region Three, Anti Kidnapping Unit, Southern Division Police and Criminal Investigation Department have been put in place to investigate.
Up to late yesterday evening there were no ransom demands, police said.
Today marks six days since relatives and friends have not seen or heard from the woman who is well-known in and around the social circuit including casinos in San Fernando and environs.
According to police reports, Katwaroo of Cedar Drive, Palmiste was last seen at 8 pm last Friday when she left home in her white Mercedes Benz (PBA 6700).
The car was found some hours later abandoned at Cypress Ridge in Union Hall, San Fernando.
Police said the car key was still in the car’s ignition while her cellphone and drivers permit were in the vehicle. Katwaroo, a divorcee with no children is a close friend of a well-known south millionaire businessman. A few years ago, she sold fruits and vegetables at the Penal market, but is now involved in the wholesale fruit and vegetable importation business.
Investigators said they have in their possession Katwaroo’s personal cellphone and have been checking all calls she made and received before her mysterious disappearance. It was reported that about two months ago, Katwaroo was attacked and beaten at her home and she had since become very careful about her movements.
Even as investigations continue into Katwaroo’s kidnapping, the search is continuing for a 15-year-old La Romaine student who has not been seen since Saturday after leaving home for dance classes in the area. Nadia Mohammed of Pemberton Street, La Romaine left home at 9 am for dance classes at Revival Ministries in La Romaine. She failed to return home and checks with relatives and friends proved futile. A missing person’s report was made. Relatives described Nadia as brown in complexion, mixed descent with blonde and light brown hair. She is said to be of medium built, 5 ft in height and was last seen wearing long blue jeans and a brown t-shirt.

Under fire: Warner is facing yet more criticism
Disgraced former FIFA official Jack Warnermade a profit of around £11million on World Cup television rights that Sepp Blatter sold him for a fraction of their true value, it can be revealed.
Swiss television channel SRF has published a contract that Blatter signed off in 2005 for the broadcast rights for South Africa 2010 and Brazil 2014 to be sold to the Warner-controlled Caribbean Football Union (CFU) for 600,000 US dollars (£389,000).
Investigations by the Press Association have shown that Warner, at that time CFU's president, sub-licensed those rights to his own Cayman Islands-registered company J & D International (JDI).
In 2007, JDI sold on the rights to Jamaica-based cable TV station SportsMax for a value that the broadcaster reported on its own website as being between 18million and 20million US dollars.
The revelations highlight the questionable relationship between the outgoing FIFA president Blatter and Warner, his one-time backer and Caribbean powerbroker.
According to court documents in the Cayman Islands, Jeffrey Webb - Warner's successor as president of the CONCACAF confederation - was a director of JDI at the time of the deal. Both Webb and Warner are facing corruption charges in the United States.

FIFA's deal with the CFU included an agreement for a 50 per cent share of any profits from sub-contracting the rights but few if any payments from profit share were ever made by Warner and in July 2011, a month after he resigned from FIFA following bribery allegations, FIFA terminated its contract with the CFU.
It was not the first time FIFA had given Warner TV rights for a knockdown price - in 1998 he was awarded the 2002 World Cup TV rights for Trinidad and Tobago for just one dollar, a practice that had begun under Blatter's predecessor Joao Havelange.
Warner's JDI also sold the 2006 World Cup rights to the Caribbean for 4.25million dollars in 2001.
Warner is currently fighting extradition from Trinidad to the USA where he has been indicted by the US justice department on football-related corruption charges.
US attorney general Loretta Lynch is due to provide the latest details on the FIFA investigation at a news conference in Zurich on Monday.
Webb is currently on bail in New York, as is former FIFA member Chuck Blazer who has admitted to taking a share of a 10million dollar bribe to vote for South Africa to host the 2010 World Cup.
Swiss attorney general Michael Lauber is also due to speak at the news conference to give details on the separate investigation into the 2018 and 2022 World Cup votes.
The SRF programme published a contract signed by Blatter showing the TV rights for the 2010 World Cup had been sold for 250,000 US dollars and the 2014 tournament for 350,000 dollars to the Warner-controlled CFU.
FIFA responded by issuing a statement saying: "On 12 September 2005, FIFA signed a contract with the Caribbean Football Union regarding TV broadcasting rights.
"Under the terms of this agreement FIFA was to receive a fixed licensing fee as well as a 50 per cent share of any profits related to the subcontracting of these rights.
"The CFU made several breaches to the contract and failed to meet its financial obligations. The obligations concerning the required pre-approval for subcontracting were not met either.
"For these reasons, FIFA terminated its contract with the CFU on 25 July 2011."

UNC Supporter Can’t Wait To Blame Family’s Murder On PNM

It has been just over one week since newly elected Prime Minister Dr. Keith Rowley won this year’s general elections. However, this has not stopped embittered UNC supporters from blaming Dr. Rowley for a slew of murders that took place over the last few days. With 25 killings reported in just 9 days, Oropouche resident Randall McIntyre told Late O’Clock News that over the last week he has been secretly hoping that members of his family become victims of murder, just so he can have the satisfaction of blaming their deaths on the PNM. He explains:
“Ah wouldn’t lie, eh. Ah still vex PNM win. Every evening at 7, I does sit patiently in front my tv watching news and every time I hear about ah murder, ah does bawl “yuh vote PNM? TAKE DAT!” It help me to cope for the first couple days. But now, I want something more drastic. During the last week, I have been secretly hoping that somebody carjack my wife on her way to drop the children to school and murder all ah dem, so I could blame Rowley and feel some satisfaction.”
According to Mr. McIntyre, his thoughts are motivated by the number of facebook likes he hopes to get on his comments and status updates by fellow UNC supporters.
In spite of his political affiliations however, Randall’s comments are eerily similar to several die hard PNM supporters who expressed satisfaction at the People’s Partnership’s inability to tackle crime. According to one such supporter:
“Honestly, I was kinda glad Kamla couldn’t handle crime. I was real worried that the People’s Partnership was going to do a good job when they get elected, cause I was so vex Manning had lost. But at least crime out of control now, and the PP didn’t win. I could sleep peacefully these days.”
