Rowley questions whether Ramlogan may have perverted justice

The Police Service is not at this time conducting any criminal investigation into an allegation of perversion of justice with respect to the Attorney General, according to the service.
The service’s Communication Division issued the statement yesterday after TTG asked Police Commissioner Stephen Williams about the issue on Wednesday.
The query was made after Opposition PNM leader Keith Rowley, in Parliament asked the Prime Minister if she was aware that the outcome of the E-mailgate issue announced by Attorney General Anand Ramlogan (at a media briefing last Thursday) was “heading to a criminal investigation with respect to the perversion of justice.”
Persad-Bissessar replied she had no knowledge of any criminal investigation dealing with perversion of justice with respect to the AG, and couldn’t say. She said the police hadn’t advised her of any investigation and Rowley’s allegation was being made without any substance or evidence.
AG Ramlogan last week announced a judgement was granted in his favour after Rowley failed to provide a defence in the E-mailgate issue. PNM PRO Faris al-Rawi subsequently said the PNM wasn’t aware it had been granted an extension by the court to file its defence and had asked for the judgment to be set aside. He said the judiciary was probing the issue.
Rowley was unavailable to comment on the police service’s statement. AG Ramlogan, however, said:
“The police service has clarified there is no investigation into the alleged administrative error on the part of the Judiciary’s support staff. Dr Rowley must now apologise for misleading the Honourable Prime Minister, the Parliament and nation, his hysterical behaviour and irresponsible question to the Prime Minister had the potential to bring the administration of justice into disrepute. Such behaviour is reckless and unbecoming of a leader.”
“The Chief Justice has already announced an internal inquiry. It’s clearly prudent to allow this to be completed first. Thereafter, if any wrong doing is unearthed, it can be then referred to the DPP and police. Given the public concerns, the results of this enquiry should be made public by the Chief Justice.”
Ramlogan added, “We should be careful in what we say to avoid bringing the Judiciary into disrepute...I welcome any investigation by anyone, anytime, anywhere into this or any other matter. The administrative errors that occurred are a source of personal grievance and a cause for concern. A litigant is entitled to rely on an order of the court. He is, and shouldn’t be, expected to go behind that order to question the internal administrative process within the Judiciary.”
Ramlogan said,”My primary concern is to vindicate my character and reputation in light of the serious criminal allegations made in E-mailgate....Dr Rowley wishes to prolong this matter beyond the general election. These delay tactics shouldn’t be tolerated.”
“Given the seriousness of this matter, I hereby ask Dr Rowley and Al-Rawi whether they’ll agree to a joint application asking a newly assigned judge, Madam Justice Judith Jones, to deem this matter fit for urgent and early trial in April. Dr Rowley and I should subject ourselves to cross-examination and give evidence under oath so he can prove his claim with hard evidence.”
“When the dust settles, one of us must resign and criminal prosecutions should follow. (But) there’s no truth in E-mailgate. It’s a fabrication. I’ll happily tender my resignation if Dr Rowley proves his outrageous claim. I likewise ask that he publicly commit to a similar course should his claims be rejected. The ball’s now in your court, Dr Rowley.”

If ever there was any speculation as to the strategy the UNC plans to employ to fight off the predicted PNM lead in the upcoming general elections, the latest outburst by the erratic Attorney General has laid all doubts to rest.
It is blatantly clear that, as the election date draws closer than we think, (I predict that it will be April or May) the UNC has chosen the PNM political leader, Dr Keith Rowley, as their main target. The plan is to intensify their vicious attacks focused, connivingly and maliciously, on robbing him of his good name. The objective is to play on the minds of the electorate, to sway them away from accepting Dr Rowley as the only credible, genuine, trustworthy and respectable candidate for election as the next Prime Minister of Trinidad and Tobago.
It is a desperate ploy, based on the well-known strategy of warfare which aims directly at destroying the leader in the hope that, once the head is severed, the rest of the body is likely to fall into disarray, lose confidence and be vanquished.
The truth is that with no more Patrick Manning and no more Calder Hart to vilify, a vast vacuum has been created and the UNC is left with nothing more than Dr Rowley’s impeccable good name to dishonestly and disparagingly discredit and drag to the ground.
The irony is that Dr Rowley’s indefatigable stand against corruption, improprieties and mismanagement originated long before he became leader of the PNM. His was a defiant, virtually one-man fight against his own political leader when it seemed clear to him that the stature and integrity of the government and his party were at stake. A nobler cause is difficult to find. It is the same Dr Rowley who was cheered on by the delighted UNC opposition parliamentarians when he was openly and single-handedly taking issue with Mr Manning.
What has become of the desk-thumping and cheering, now that the boot is on the other foot?
It was arising out of this confrontation, righteously championed by Dr Rowley, that the UNC owes its status as the current Government, undeserved as it has turned out to be.
The latest comedy of the questionable Las Alturas Commission of Enquiry is just one other blank shot which, like those previously fired, will no doubt end up in thin air where it rightly belongs. And now comes the Attorney General’s irresponsible and dishonourable self-acclaim, littered with grave suspicions of a contrivance which has collaterally brought the integrity of our judiciary into question. Rest assured, more attempts to demonise Dr Rowley will continue to flow from these devious minds as the day of reckoning draws nigh.
Under Dr Rowley’s able and astute leadership, the PNM, which was so gleefully dismissed as a spent force, has been systematically restored to the realm of dominance and dynamism feared by all who dare to undermine the nation’s progress.
The AG’s latest show of empty bravado reaffirms that the PNM has always been and will forever remain the formidable bastion against those who clandestinely and clinically try to destroy the firm foundations and destabilise the structures of nationhood which the people of Trinidad and Tobago have so painstakingly built.
The eyes and ears of the people are wide open and their minds are alert to the deceit and deception which have been the indisputable cornerstone of the short but deplorable and despicable tenure of the current administration. With such a dismal and diabolical track record, the best they can aspire to is, like wolves in sheep clothing, to seek to devour the PNM’s leader.
They have chosen this course principally because of the powerful influence and positive attributes which Dr Rowley brings to bear as a no-nonsense man and an intellectually grounded and dedicated son of the soil. They dislike what this noble heritage means to the righteous in all its endearing manifestations, especially when they are forced to submit to Dr Rowley’s superior level of intelligence when juxtaposed with the best that they have to offer.
All right-thinking citizens must be in awe of the fact that, as the consciences of the UNC front line continue to needle them, never a word can they utter without blaspheming the name of the PNM.
So, while the party goes about conducting its affairs in an orderly, dignified, institutionally sound and democratic manner, the UNC backs this up by lending support in keeping the PNM brand alive, robust and well.
By default, they have become Dr Rowley’s and the PNM’s most ardent, committed and relentless advocates. Who could ask for more?

Rowley has the continuous affirmation of his constituents to represent them, the AG had 20,000 march for him to be fired.
Rowley has an election coming up to prove the public's trust in him, the AG just have to maintain good terms with Kamla.
The AG certainly not in the same league to call out Rowley.
Did Kamla resign after Khan and Williams resigned based on the faulty accusation of bribery by Dansam Dhansook?
P.S. The only bull in a China shop was the AG's rush to claim victory and boast about how much money Rowley has to give him.

Former Port of Spain mayor Louis Lee Sing has resigned from the People’s National Movement (PNM).
Lee Sing was rejected by the PNM screening committee when he offered himself up last December, with sitting MP Marlene McDonald being retained to represent the party at the next general election.
A public Facebook post yesterday by Lee Sing stated he has chosen to withdraw from the party as it was being led by “gofers”.
Lee Sing, who could not be reached for comment, stated on the social media site, “There comes a time when you must shed the burden of a brand that is not working. There comes a time too when you must move out of darkness and embrace light for it is in light you can truly discern the good from bad!”
This follows a war of words via Facebook between Lee Sing and Denise Demming, of Demming Communications, after Lee Sing’s contribution on a radio show last Sunday during which he said, “the devil you know is better than the one you don’t know”.
In a Facebook post on January 31, Lee Sing stated, with regard to that comment, “Of course I was speaking to the PPG (People’s Partnership government) and I believe I upset a whole heap of people!
“Top of the list, was Denise Demming who posted on my timeline what she gleamed from my comment to be total rubbish.”
Lee Sing went on to state that in his own time as Mayor of Port Spain, evidence of perceived wrongdoing was placed on his desk and the PNM leadership chose to ignore it.
Lee Sing, who has in the past made unflattering comments about the leadership of PNM leader Dr Keith Rowley, said he hoped not to see a repeat of the current anti-PP climate if the PNM were to win at the polls in this election year.
Contacted yesterday about Lee Sing’s resignation, PNM Public Relations Officer Faris Al-Rawi said he did not share Lee Sing’s view of Rowley’s leadership and that he was “some what surprised by Mr Lee Sing’s public utterances”.
Al-Rawi said Lee Sing did not air these views when he, Lee Sing, was screened recently for the Port of Spain south constituency.
While he endorses Lee Sing’s democratic right to speak his perspective, Al-Rawi said he is himself able to speak about democracy within the PNM because of his wearing of multiple hats, including his current role as PRO, as a Senator and as Rowley’s attorney.
“I think it is fair to say, therefore, that I certainly have a wide perspective of Dr Rowley’s manner of leadership and I have never seen him, even once, demonstrate the kind of characteristics ascribed to him by Mr Lee Sing.”

Former Port-of-Spain mayor Louis Lee Sing says he has resigned from the People’s National Movement (PNM) after 50 years due to the party’s internal bitterness and viciousness and the hypocrisy of political leader Dr Keith Rowley. Lee Sing, who made his departure from the party public on social media site Facebook on Sunday, said the departure had been coming since 2012.
He said his disenchantment with the PNM was not new but started when Rowley attempted to have him impeached in 2012, following his (Lee Sing’s) public statements against Rowley’s failed motion of no confidence against Prime Minister Kamla Persad-Bissessar. He said there were a number of other reasons for his departure but added he was not sure whether he would be joining any other political party.
“I’m at that time in my life where I want to say and do as I wish and that can’t happen in the PNM. I am also not about blind loyalty,” Lee Sing said yesterday in a telephone interview. “To be a PNM member today you must have a long brown nose, and you must position yourself below the waist of the political leader.” Lee Sing, who said he was a member of the party since he was 14 years old, said he felt there was too much bitterness and acrimony in the party.
“What I am seeing is a future I don’t want to be a part of.” Lee Sing made his final decision regarding his future with the party after he was interviewed on a radio station on Saturday. During the show he was asked which party he would be supporting for the general election. “I made a statement that the devil you know may not be as bad as the devil you dont know. It went viral.”
Lee Sing began receiving condemnation from callers as well as from members of the PNM. “The number of bitter comments that came my way told me that this was not a place I need to be in. I expect people to disagree but I don’t expect them to hate me. “I am not going to continue with a party that is so vicious. I think they are hapy to see me go,” he added. He raised questions about Rowley’s leadership, saying there was no room for debate in the PNM.
“People seem to forget that Rowley, during the election of the PNM, was perhaps the most vociferous critic of the party and the political leader. “People seem to forget he talked about court martialling the political leader; he spoke against the party and the political leader in Parliament. One would have expected a man like Dr Rowley to welcome debate and discussion.” “Dr Rowley is the party. If, God forbid, Dr Rowley was to die tomorrow, I don’t know what would happen to the party.
“I do not see Al-Rawi (PNM Senator Faris Al- Rawi), who believes he will be the next political leader or Marlene Mc Donald (Port-of-Spain South MP) taking us anywhere.” Lee Sing said he was also concerned about how the party was being managed and led.
“Why in three years the executive only had seven meetings. He said instead of the PNM making friends among themselves they were making enemies.
“They believe if you do not support Dr Rowley you are marked for death.” As for joining another political party, Lee Sing said he did not know what God had in store for him. “This is the first election I am not necessarily going to vote for the PNM. I will look at all of the candidates of all of the parties and I will vote for who I believe will give me the best representation.

The removal of the Chairman of the PCA by the President is governed by Section 12 of the PCA where inter alia, the Chairman is unable or unfit to perform his duties. The duties of the Chairman are prescribed by the Act. The question is whether the fact of the Chairman being a complainant in a matter being investigated by the police renders him unable to perform his duties as opposed to a scenario where the Chairman is himself the subject of an investigation as is the case with the AG.
The Chairman by the fact of being a complainant, does not make him a beneficiary of the actions of the Police. In criminal matters, the State prosecutes crime for the protection of society in general. It is therefore in the interest of society that persons must report an allegation of criminal conduct so that an independent investigation is commenced for the benefit of the State. The fact that he is a witness is of no benefit to the Office of Chairman of the PCA. There is therefore no conflict of interest between a Chairman who complains of a crime and a Chairman whose job it is to monitor the impartiality of a Police investigation.
In any event if there is a perception of a conflict in a particular matter the proper and normal course is recusal from any judgment in the particular matter, as has been the norm.
The logical implication of the argument of the Government would be that the Chairman of the PCA, and any other citizen if he/she is a victim of crime ought never to report it out of fear of losing his job. This illogic of an infuriated Prime Minister who felt that she was denied the opportunity to browbeat and cover up certain wrong doing is also a message to all persons especially those Public Servants, who are witness to Government wrongdoing, that they should keep quiet or face the wrath of the Prime Minister and her GOVERNMENT.
Importantly the Power of the President, is limited to judging whether the Chairman is unable to perform his functions as Chairman of the PCA. The words "unable" refers to inability to do the job as Chairman of the PCA NOT the inability to oversee a particular investigation.
The opposite is true of the AG. He was not a witness. He is the object of the investigation which is criminal in nature and therefore may suffer personal consequences if found guilty which would have prevented him from holding public office. That is the issue and we will not be side-tracked from that.
