What I was trying to point out is that if the pic was dated today, or early this morning, she went back in time and did a photoshoot?

INCORRECT TIME as a result of the power outage
Dear readers
Throughout the day I noticed particularly on social media networks, a rather big issue has been made about the time appearing on a clock in a photo with the Prime Minister and the Minister of Energy and Energy Affairs.
As a former Advisor at the Ministry of Energy and Energy Affairs, I sought clarification from colleagues within the industry and I have been able to ascertain that the clock in the photograph was actually a satellite clock which displayed an INCORRECT TIME as a result of the power outage knocking it off temporarily.
I was advised by colleagues in the industry that the occurrence is not unlike what happens in the home when electricity goes off and the time on the microwave or alarm clock must be reset, or, in the case of pulling the battery connection in a car, where you must also reset the time.
Satellite clocks will display random times when power is restored and must be re-calibrated in order for the correct time to be displayed. I am sure you will all agree that resetting the time on the clock was not exactly a priority at the time of the PM’s and Energy Minister’s interventions this morning.
As a matter of fact, I have been able to confirm other information which might set your minds at ease and also perhaps inspire confidence at the rate at which the Government responded to what could have been a major national crisis:
(i) The Prime Minister was the first to respond and rallied the entire Cabinet immediately upon hearing the news shortly after the outage;
(ii) The Prime Minister also immediately mobilised the National Security and Protective Services and placed them on high alert;
(iii) The Prime Minister and Minister of Energy and Energy Affairs arrived at the Powergen Station in Penal at around 5:08am Friday morning to personally oversee the power restoration work underway
Given the response, and the correct information, the Prime Minister, Minister of Energy and Energy Affairs, the security and protective forces, as well as other first response agencies deserve some commendation for demonstrating readiness.
For the sake of allaying fears and quelling any attempt to use a crisis as a platform for misinformation, please share this information widely.

The time code is sent in BCD (Binary Coded Decimal) and indicates minutes, hours, day of the year and year, along with information about daylight savings time and leap years. The time is transmitted using 53 bits and 7 separators, and therefore takes 60 seconds to transmit.

IT began with a tweet from CCN TV6.
A simple question, just 11 words long: “Electricity outage reported in North Trinidad at this time. Anywhere else?”
It was posted at 9.42 p.m. on Thursday. Within minutes, the responses came in.
People complained of areas such as Toco, Tobago, Cumuto and San Fernando being in darkness.
Little by little, a clear picture of how the country was being affected by the nationwide blackout emerged.

Looks like 5:35 to me.. and as she supposed to have arrived at the plant at 5:08 makes sense.
More sense than the watch reading 11:05 and the clock on the wall reading 9:13
