The trick with corporate lingo
is that you can't go wrong saying things like
creating a "safer" and "more secure" society
instead of outright saying your vision is to create a "SAFE" AND "SECURE" society.

The problem is, this fancy private-sector corporate two-speak when
used in the public sector costs people their lives and their property.


Also clearly the 'consultant' who was hired to help come up
with this vision and mission was somebody's friend or family
because the vision comes before mission, and the mission reads
like a vision statement, and vice versa.

Sigh.

One would hope the mission statement would come from the Prime Minister himself or some group of cabinet. The mission statement defines the organization, and collectively they define the structure of the government.

a mission statement is a functional thing. the minister himself would define his success or failure based on his ability to carry out that mission statement. what was chosen as being a explicitly defined in the mission statement is important.

Take the US Customs & Border control mission statement for example

Mission Statement

Protect the American people, safeguard our borders, and enhance the nation’s economic prosperity.

see that part about "safeguard our borders." We don't have explicitly "safeguard our borders" in our MoNS mission statement. So we get a MoNS that defines his job as be "emotionally supportive" of the Commissioner of Police and be "intellectually satisfied" with her crime plan. rather than the minister explicitly being responsible for stopping drugs and guns from entering the island.

We have a problem with Assault Rifles coming in via legal ports of entry. The people that suppose to catch that is customs. Now customs falls under the Ministry of Finance (not MoNS). Look at our Customs Department mission statement.

Mission Statement

To support economic growth and development by facilitating legitimate trade and travel, revenue generation and collection. To protect our borders and provide increased security to the global trade supply chain by enforcing compliance with all the Laws and Regulations under which we are empowered to act.
