hell it could even be built and retained as a state owned entity, but for that it must be run with profitability and accountability as it's primary focus so as to avoid turning into Petrotrin v2.0

The large paper mills that I have seen all have tonnes of large machinery that process raw materials from pulp all the way to the finished product stage and all are exporting. The major problem would be the economies of scale lost from having to import raw materials such as pulp, unless some hundreds of acres are set aside for trees and hemp plants locally.
However, a paper mill in the region would be able to supply a number of countries competitively and encourage the assembly of creative environmentally friendly products while boosting the recycling drive. As we are seeing, demand for plastic is on the decline, whilst paper is back in demand.

littering is only a part of the problem- even properly throwing away plastics is still not eco friendly as the plastics don't degrade properly
