I wish the government would use some the new revenue from their increased property tax to adopt a national building code in law and put measures in place to ensure enforcement.

You're correct that the intensity values observed in Trinidad for the September 2006 earthquake were higher than the October 2013 earthquake although the 2013 earthquake was of greater magnitude. This is a good example of the difference in intensity due to a closer epicenter. The 2013 epicenter was out at sea, about 74km northwest of Port-of-Spain while the 2006 epicenter was within Trinidad, about 11km northeast of Port-of-Spain. Most reports for the 2006 earthquake lists 3 injuries and damage such as cracks in buildings while there was no report of injuries or damages for the 2013 earthquake. Some reports even state a revised magnitude of 5.8, not 6.1 for the 2006 earthquake.
