Well it is in the dark and soon it will come out in the light. The problem is not the contract.
What is missing is the process. Is the procurement Legislation in place? Is it Law?
Afra Raymond can sure tell us something and what about Kirk Waithe?

How about the Freedom of information Act? Can we get a truthful answer without having to appear to be bullying the awarding Agency (ie if such an award was made)

The problem is not the bullying so much, it is who is going to stand up and pay the cost for lawyers.

I dont see him as a hero. At times he is crass, blunt and well the public has to read this post.
However a lot of people came to him and he responded.
