so is digicel. they just either not registered to collect VAT for the state, or pay taxes at a certain rate on sales to make it up.
most of the time you see these retailers trying to jack up the price on these type of things s because they did sheit wrt submitting the VAT collected. That tax doesn't belong to them, but plenty of them treat it like its their money to keep & spend.
& does be shocked & crap bricks when BIR inform them otherwise

Can anybody really say they put a 20, make a call that lasted exactly 1 minute, and was charged the rate for 1 minute??

I think you missing the conversation, it's about merchants charging higher than MSRP for phone cards. The above comments were to clarify VAT issue
