Spring Trace, Siparia was turned into a scene of holiday tragedy when a police officer shot his niece in law then turned his gun on himself in South Trinidad today.

Shortly before 1pm, Lutchmansingh Bobby Roopchand, a 29 year old officer who was attached to the Criminal Gang and Intelligence Unit in Port of Spain went to the home of his niece in law Andrea Persad. Roopchand, of Pancham Trace, Penal reportedly asked to speak with Persad, but the woman refused.

The officer pulled a gun and shot Persad in her left breast and right arm. Roopchand then returned to his car, where he fatally shot himself in the head. Persad was taken to the San Fernando General Hospital, where she is said to be in a stable condition.

A POLICE OFFICER attached to the Criminal Intelligence Unit (CIU) killed himself yesterday shortly after he attempted to kill a female relative.
Constable Lutchmansingh Pooran, 29, committed suicide at Spring Trace, Quarry Village, Siparia, in front of his niece’s home.
Pooran shot himself in the left side of his head using his licensed nine-millimetre pistol—his personal registered firearm while seated in the driver’s seat of his vehicle—a white Axio Toyota Corolla.
Moments before, he had fired shots at his niece, Angel Persad, with a bullet piercing her chest.
The incident took place around 12.45 p.m.
Persad, 21, was first taken to the Siparia District Health Facility and was later transferred to the San Fernando General Hospital, where she remains warded.
Persad’s grandmother, Sunriday Logan, said Pooran, who lived at Pancham Trace, Rochard Road, Barrackpore, parked his vehicle in front of Persad’s home. He told another relative to tell Persad to meet him because he had brought something for her.
She said Persad stood by the door and said she was not going into the car. She then left the house and began walking downhill. Logan said while Persad was walking, Pooran began shooting at her.
Logan, 65, said: “We ran inside the house. She ran inside the house. We were cooking food. Everything burnt. We were all frightened for our lives.”
While hiding inside their home, relatives heard a shot and realised that Pooran had killed himself.
She said no-one was expecting him to commit such an act and the reason behind it remained a mystery.
Logan said Pooran had now become a disgrace to the Police Service.
“He let down the whole Police Service and the country. He travelled abroad to get special training and come back. That was what he came back for?” she asked.
Pooran had served ten years in the Police Service.
Assistant Commissioner of Police (South) Donald Denoon, acting Assistant Superintendent of Police (ASP)s Seemungal Rampersad and Beverly Rodriguez and Sergeant Anil Maharaj are leading investigations.

A LOVE affair is believed to have sparked the suicide of police constable Lutchmansingh Pooran, after he tried to kill his niece-in-law.
Investigating police officers said yesterday they received written statements confirming the affair from several relatives of Pooran, and from shooting victim Andrea Angel Persad.
A detective told the Express that on Boxing Day, Pooran contacted Persad by phone and threatened to kill her and himself.
Shortly after midday, Pooran drove to Persad’s grandmother’s home at Spring Trace, Siparia, and attempted to carry out his threats.
He shot her after she refused to enter his car, and as she ran into her relative’s home for re­fuge, he shot himself in the head.
Pooran, 29, was attached to the Criminal Gang and Intelligence Unit based in Port of Spain. He joined the service some ten years ago.
He lived at Ramsubhag Trace, Barrackpore, and was married with a two-year-old child.
At his home yesterday, family members declined to speak about the incident, or to provide a photograph of Pooran.
A relative said to show Pooran’s face would put other members of the Criminal Gang and Intelligence Unit in jeopardy.
Persad was kept at San Fernando General Hospital for a gunshot wound, as a bullet had grazed her chest and exited her arm.
She was expected to be discharged from hospital yesterday.
An autopsy was conducted on Pooran’s body yesterday at the Forensic Science Centre, St James, where the man’s relatives avoided the media when approached for comment.
The autopsy concluded Pooran’s death was consistent with a gunshot wound.
