If proper procedure was followed and vehicle de-registered then no, that number will not be reused.

What proper procedure?

so an insurance "write-off" and a license office "write-off" is two diff things?

when does license office write off a vehicle then?

Informing License Office, most of the times this is not done, persons buying a "wreck" from an insurance company can just repair.

At my last check, it is possible to have a car licensed, without insurance. Owner out of country, or just eh business, car eh insured for 2 or more years. How does that affect registration?

In same vein, how does the the insurance policy being paid off / nullified / removed from underwriters "books", affect vehicle registration?
As long as the engine / chassis numbers are the same as what was registered. the car is still registered.

However if a vehicle is damaged to teh extent to which it is considered a 'write off' it is the responsibility of the owner to inform the Licensing Authority within one month in writing.

so legally, if the insurance company mark your vehicle as a write off , you (the owner)suppose to tell licensing office so they would de-register it?

Supposed to, rarely ever done though. Remember de-registering my ck1 that crashed some years ago, the LO that came to check the wreck asked me why i doing that for?
