Tobago police investigating the alleged theft of a peacock from the private Tobago home of the Prime Minister have encountered a significant obstacle in prosecuting the suspects.
Earlier this year, while Dr Rowley was in Tobago, he was told someone had knocked down a peacock which roamed freely at his Mason Hall farm, then took away the bird.
Police later recovered the carcass and Rowley was called to identify it at an unspecified police station.
The matter has since been raised at the highest levels of the police service, with acting Deputy Commissioner of Police in charge of intelligence Mc Donald Jacob taking an active role.
The case has also been referred to the Office of the Director of Public Prosecutions for advice, since the relevant sections of the Summary Offence Act are not clear on whether someone can be charged for stealing the carcass of an animal from a public road.
Sources said the peacock was knocked down when the driver of a car tried to turn near the Prime Minister’s private farm.
It is alleged that someone living on the farm saw the accident and noted the vehicle’s number.
The police were called in and the suspects were detained and kept in custody as police tried to build a case for larceny and/or killing or wounding of a farm animal.
Sunday Newsday understands that Rowley identified the carcass and has been enquiring about the status of the investigation.
Rowley, a registered farmer, who rears sheep at his farm, made a public appeal during a recent visit there for more people to become involved in farming.
Praedial larceny is one the major issues affecting farmers in TT and they have often pleaded with the authorities to do more to protect their crops and livestock.
Sunday Newsday tried to contact the Prime Minister for comment through the deputy press secretary at his office, Abby Braithwaite, but there was no response on Saturday.
ACP in charge of the Tobago Division Vernon Roberts told Sunday Newsday he could not divulge any information on the investigation, as it could jeopardise the case.

Man in court for shooting at police
LEVI JOSEPH, 29, of Second Street, Simeon Road, Petit Valley, appeared virtually in the Port-of-Spain Magistrates’ Court charged with three counts of shooting with intent, possession of a firearm, possession of ammunition, possession of a firearm to endanger life and possession of ammunition to endanger life.
JOSEPH appeared before Magistrate Indar Jagroo on Friday 18th September, 2020, to answer to the charges. He was remanded in custody and is to reappear on Wednesday 7th October, 2020.
On Friday 11th September, 2020, during the hours of 8 pm and 1 am on Saturday 12th September, 2020, an anti-crime exercise was conducted in the Western Division spearheaded by Supt Smith, Sgt Carmona and supervised by Cpls (Ag.) Dominique and Edwards and included other members of the Western Division Task Force (WDTF).
Officers received information of a man armed with firearms along O’Donahue Extension, Covigne Road, Diego Martin. The officers proceeded to the location and while proceeding through a track off Cemetery Street, Diego Martin, observed a man holding a gun.
The man jumped a fence, stopped looked in the direction of the officers and pointed the firearm in their direction and fired, the officers returned fire in the direction of the suspect.
The suspect then climbed onto a roof of a nearby house where he dropped the object. The suspect then jumped off the roof into a track making his escape by running north along the track. A black and silver Smith and Wesson gun was discovered and secured.
On Sunday 13th September, 2020, Snr. Supt. Thompson launched an anti-crime exercise in the Western Division for the capture of the suspect. Sgt Carmona, Cpl (Ag.) Dominique and members of the WDTF acting on intelligence went to Tara Drive, Petit Valley, where LEVI JOSEPH was captured and arrested.
LEVI JOSEPH was charged on Thursday 17th September, 2020.

Women who have tattoos like that, very visible on the neck or shoulders, are usually sex trafficking victims. Those tattoos are usually brandings to identify their owners, identify that they're sex trafficked victims, and a brand to ensure they cannot escape. Much like how slaves used to get branding marks to identify what plantation they belonged to, or if they had a history of runaways or revolts. I learned about this a few months ago randomly, and was totally shocked. Makes you look twice and think again about some of these people.
