PNM Point Fortin MP Paula Gopee-Scoon has withdrawn her nomination to re-contest the seat because the distance to travel the constituency was a problem and she feels constituents should have an MP who lives in the area.
Gopee-Scoon spoke about her withdrawal just before PNM screening started yesterday at the San Fernando East constituency office.
She had received the majority of party group nominations (ten) among other contenders retired Brig Edmund Dillon, Kenwyn Hackshaw, Peter Bharath and Joanne Delicia.
Gopee-Scoon said the decision was her own and though difficult was made in everyone’s best interest.
Saying distance was the primary issue she noted that she lives in Port-of-Spain. She said constituents saw her once or twice weekly and she was effective in her representation in Parliament but felt the people deserved an MP who lived in the area.
“I’ve developed a bond with Point and am emotionally attached to the people as it’s made me what I am so while I hesitated in reaching a decision, it’s in everyone’s interest.
“I joined PNM in 2002 and continues to support the party. I still feel there’s a place for me in politics but I’m not attached to high office,”
Asked if she would take the candidate around, she said she supported whoever was chosen and was sure they would have a campaign manager and election strategy which she would support.

After months of uncertainty, former prime minister and political leader of the People’s National Movement (PNM), Patrick Manning, yesterday told his constituents he intends to offer himself as the candidate for the San Fernando East seat in this year’s general elections.
He made the comment to lusty applause during a constituency meeting at the Pleasantville Community Centre yesterday.
In announcing that he was giving notice to all party groups within the constituency to nominate him, Manning said his health and his speech, “although not the best,” had improved significantly.
“Accordingly, in light of the improvement in my health and my continued dedication to the PNM and the people of our beloved constituency, I wish to advise that I will make myself available for nomination for the PNM San Fernando East constituency.”
He added: “There is only one leader, he is Keith Rowley. To be a good leader you have to be a follower,” said Manning,who has held the seat for 43 years.
Manning initially failed to meet the party’s December 22 nomination deadline because he was due for a checkup with his doctors. However, he got a second chance when the par screening committee rejected the three candidates who offered themselves at last Thursday’s screening session.

A poll conducted by the North American Caribbean Teachers Association (Nacta) has shown that Prime Minister Kamla Persad-Bissessar still enjoys an approval rating of 51 per cent among party members and supporters, five years after being elected UNC political leader. Opposition Leader Dr Keith Rowley’s rating trailed closely behind with 49 per cent.
The poll revealed that the PM’s popularity was based on her charisma and compassion for the less fortunate, while Rowley’s ceaseless efforts to hold the Government accountable on various missteps have earned him some points. The poll, conducted last week by Dr Vishnu Bisram, is based on findings obtained from interviews with 470 respondents.
Whereas the survey revealed that Persad-Bissessar remains the most popular political figure in the UNC, as well as the governing coalition party, supporters insist they are turned off by several of the PP’s incumbents and government ministers. However, those who supported the PP Government in the 2010 general election indicated that they remained committed to the PM’s re-election, saying neither the PNM nor the ILP were viable alternatives.
However, supporters were cautiously optimistic about the PM’s re-election chances, as the poll showed she faced a tough battle in the marginal constituencies of St Joseph, Barataria and Moruga/Tableland. Earlier polls showed the PP Government trailing the PNM in the Toco/Sangre Grande, Arima, D’Abadie-O’Meara, Lopinot/Bon Air West, Tunapuna, and San Fernando West seats.
Voters felt that ministers Vasant Bharath, Fazal Karim, Dr Tim Gopeesingh, Dr Roodal Moonilal, Gary Griffith, Dr Suruj Rambachan and Winston Dookeran were performing on the job, while Larry Howai and Emmanuel George received poor performance ratings.

Multi-million-dollar church constructed at Guanapo

Former prime minister Patrick Manning and his one-time spiritual adviser Juliana Pena have been cleared of any "criminal misconduct" in the construction of a multi-million dollar church — the Lighthouse of Our Lord Jesus Christ — in the Heights of Guanapo, off Arima.
Director of Public Prosecutions (DPP) Roger Gaspard SC made public his decision last night in the matter which was used by the People's Partnership as one of its campaign weapons in 2010 general election.
Gaspard, in a seven-page press release, however, noted that according to the police, a forensic audit is being undertaken into the matter, on behalf of the Integrity Commission.
"If any new and cogent evidence were to be brought to my attention, I undertake to re-visit this matter," Gaspard stated.
It was Prime Minister Kamla Persad-Bissessar, in her capacity as Opposition Leader, who had referred the matter to the DPP on May 15, 2010, one week before the country was heading to the polls, calling upon him to initiate a probe on the following grounds:
(i) whether the then prime minister Patrick Manning corruptly or unlawfully interfered in the granting of State Lands and other related approvals to the church or for its construction;
(ii) whether State funds were used for/on in the construction of the church;
(iii) whether Calder Hart (then chairman and executive director of the Urban Development Corporation of Trinidad and Tobago) corruptly procured the Shanghai Construction Group and others to design and construct the church; and
(iv) whether the building constructed at the Heights of Guanapo was initially designed as the Outdoor Stage Project of the Prime Minister's house as part of the Prime Minister's residence and relatedly, whether the cost of the church was factored into the cost of the Prime Minister's residence.
Gaspard noted that while his Office does not have the constitutional mandate or remit to investigate criminal wrongdoing, he instructed the police to commence an investigation.
Having consulted legal advice both locally and abroad, as recently as February 4 on the police file, Gaspard highlighted the importance of informing the public of the reasons for his decision.
Neither Manning nor Pena were interviewed by police during their investigations "since the police appear not to have any evidence which would afford reasonable grounds for suspecting that they may have committed any offence arising out of this matter".
The police investigations show that Manning had an interest in the construction of the church on State lands and had even visited the site and made suggestions for the design of the building. He also chaired Cabinet meetings which approved the granting of State lands for the project.
"There is no admissible evidence the that the former prime minister played any further role in the matter. Even if he did try to ensure that an application such as this one was not delayed, that is not an offence," Gaspard stated.
In relation to the role played by Hart, the evidence unearthed noted that it was he who introduced Pena to an architect, who agreed to design the church as a charitable act.
Police investigations also revealed that Shanghai Construction Group, the same Chinese company contracted to build the Prime Minister's residence at La Fantasie and Diplomatic Centre, began construction of the church.
Michael Zhang, the company's director, had been asked by Hart to assist Pena and Zhang agreed to build the church at cost price "by way of an act of goodwill to the people of Trinidad and Tobago," the release stated.
Work on the project, which began on January 21, 2010, halted after Pena failed to pay Zhang as agreed, and Zhang claims that UDeCOTT still owes him money for work done on other projects. The project was left abandoned and subsequently fell prey to scrap iron scavengers.
"Thus, Mr Zhang's evidence all but strangles any allegation that State funds were used for or in the construction of the church," the DPP's statement said.

THE SPOKESPERSON for the Sanatan Dharma Maha Sabha (SDMS) said yesterday that lawyers for the organisation are reviewing the reasons given by the Director of Public Prosecutions (DPP) not to prosecute anyone in the Citadel radio licence case, to see whether it can be challenged in court.
SDMS secretary general Satnarayn Maharaj, in a telephone interview, said: "We have asked our attorneys to look at the findings of the DPP to see whether we have a case for judicial review. We are not happy with some of the things we read in the newspaper."
Maharaj singled out two factors the DPP took into account to not prosecute former prime minister Patrick Manning on a charge of misbehaviour in public office – the age of the matter and Manning's ill-health.
"In my view, that kind of judgment has to come from a judge. If a judge is passing sentence, they will take into account the age of the matter and the health of the accused person," Maharaj said.
Last Friday, DPP Roger Gaspard SC wrote the Integrity Commission, the body which had referred the Citadel case to him, that with regard to a recommendation for a criminal investigation against Manning and former government minister Hedwidge Bereaux there was insufficient evidence to charge anyone with a criminal offence nor was it in the public interest to so do.
"It is an established fact in the public domain that Mr Manning has recently suffered two strokes, having had heart surgery and now lives with a pace maker. He has been absent from Parliament for over 13 months. If a suspect is suffering from significant ill-health this is a factor that could influence whether a prosecution should proceed, especially if the offence is not likely to be repeated. In the instant matter, there is not a complaint nor is there any suggestion or evidence that it was," Gaspard stated.
"Although Mr Bereaux might not be similarly circumstanced since he was not the head of Cabinet, it can be said that he performed a subsidiary role in the entire transaction. As such if it decided not to proceed against Mr Manning then it would be impractical and evidentially difficult to proceed against Mr Bereaux," he added.
It was on the basis of a July 12, 2006 complaint filed by SDMS, relating to the speedy award of a radio licence to Louis Lee Sing, then owner of Citadel Ltd – now owned by One Caribbean Media (the holding company of Trinidad Express Newspapers Ltd) – and the failure of the State to treat with similar application by the SDMS fairly, that the Commission launched its investigation.
The SDMS had also initiated civil proceedings against the State and the Privy Council in London ruled that the organisation was a victim of discrimination.
A radio licence was subsequently granted to the SDMS, which operates Radio Jaagriti.
Among the witnesses interviewed during the probe were Manning, then minister of science, technology and tertiary education Bereaux, Lee Sing, then government minister Jerry Narace, then secretary to Cabinet Andrea Woo-Gabriel, then Opposition MP Roodal Moonilal, then permanent secretary Emmanuel George and then deputy director of the Telecommunications Division, Mala Guinness.

Khan said vendors, who were removed from Colitinda Avenue, First and Second Street, San Juan, by the regional corporation were being treated unfairly. He met the displaced vendors on Tuesday. "If the Corporation cannot accede to this request, Dr. Khan is of the firm view that an alternative site should be proposed and made ready for occupation before the vendors are removed from the streets. Their livelihoods are at stake and their forced removal goes against natural justice," the release stated. Khan said he was calling on the leader of the PNM to discuss the matter with the regional corporation. "I want to call on the Opposition Leader to indicate to the chairman of the San Juan/Laventille Regional Corporation to think outside the box and allow a designated market areas between a specified time," he said.
