What you mean long before ? The prisoners cross the street at 0:18. Five seconds later.
It looks like he was shot at before and took cover. Then the prisoner ran. Then he returned spend a few seconds looking at his partner in the passenger side (who is probably the one who died later). Then went back in and drove.
If you look at the other video on pg 8. You could see the prisoners firing out the entrance at 0:51 then running.
