Team for unsolved murders

A COLD Case Team has been established to deal with unsolved murders.
This was announced yesterday by Deputy Commissioner of Police Crime and Operations Glenn Hackett at a special police briefing held at the Police Administration building in Port-of-Spain.
“To the relatives of those victims who have been murdered and whose cases are yet unsolved I say to you that we have established a Cold Case Team within the Homicide Bureau of Investigations to review these cases,” he said.
[]He explained that with the advent of new investigative methodologies and techniques and new technology “it presents an opportunity for the super imposition of those techniques and technology on what exists to determine what can be brought new to those investigations”. [/b]
He also informed them that if they have any further information regarding these unsolved matters they can communicate to the police through 555, 800-TIPS and call the Homicide Bureau.
Hackett earlier said there are a number of investigations being undertaken by the Police Service that can be considered public interest matters in which he has investigative oversight.
“I give you the undertaking this afternoon that in the very near future I will give an update on the status of those investigations,” he said, though he did not specify which investigations.
Acting Commissioner of Police Stephen Williams was also asked about the investigation into a “plant-like substance” at the private Philipine residence of Prime Minister Kamla Persad-Bissessar. He said that the investigator requested two additional weeks and the investigation is still awaiting completion.

New contact centre to be opened in Trinidad

Opposition Leader Dr Keith Rowley and former prime minister Patrick Manning have both knocked Government's "Colour me Orange" programme, saying that when the United National Congress (UNC) was in Opposition they openly criticised these very types of programmes and today they are following the very same path which they condemned.
The following are some of the comments made in the past by now Prime Minister Kamla Persad-Bissessar, Housing Minister Dr Roodal Moonilal and Attorney General Anand Ramlogan on Community-Based Environmental Protection and Enhancement Programme
(CEPEP) and Unemployment Relief Programme (URP) programmes.
Then Opposition MP Kamla Persad-Bissessar on May 6, 2010, at a political meeting in Couva where she slammed the former Government on crime, said:
"Manning allowed a handful of criminals to blossom and grow. The PNM nurtured these infant gangs with lucrative URP and CEPEP contracts. He called them 'community leaders' and wined them and dined them.
"He exploited their vulnerable dependency syndrome, because he wanted to ride the back of the tiger into political office. Now, he can neither dismount, nor wound this creature that he has created, for fear that this very tiger will discriminately devour even the hands of those that once fed it."
Kamla Persad-Bissessar, in her 2006/2007 budget reply, also criticised the People's National Movement (PNM) for low-level income programmes:
"The UNC government of 1995-2001 created over 85,000 well-paid, permanent jobs. By our policies we inspired job creation in the private sector. We moved the unemployment figure from almost 19 per cent in 1995 to 10 per cent by 2001. We did not use URP, CEPEP and MUST to further disempower and humiliate the jobless into a dependency syndrome.
"Mr Speaker, it is on this matter that the opposition wishes to express the highest level of condemnation of the Manning administration. The PNM has introduced a backward and archaic labour strategy of shoving the low-skilled into a dependency syndrome and therefore presiding over the inter-generational transfer of poverty and dependency.
"They should take a bow! Very few governments have destroyed their own supporters in this way."
Government Minister Dr Roodal Moonilal had issued a press release in March 2006, knocking the then PNM government for boosting employment in the CEPEP and URP programmes:
"The PNM government has taken the dependency syndrome to new heights by creating a form of white-collar DEWD or ten-days syndrome. Today, unlike in the past, even those with secondary or tertiary education are on temporary jobs, which when concluded leaves them to beg for more short-term jobs," he said.
Attorney General Anand Ramlogan, in his column in the Guardian in August 2007 entitled "A loveless thing" criticised the former PNM government on CEPEP programmes.
"Which parent dreamed of having his or her child become a CEPEP worker? Is this what the original grandfathers in PNM heartland areas expected after almost half-a-decade of PNM rule?
"Surely, the dream was that their grandchildren will be the ones driving past in air-conditioned cars on their way to work, waving to the less fortunate in our society who are forced to resort to cutting grass by the roadside to make a living!
"There is no future in CEPEP. It is a dead-end road. It is not a serious career option. It does not add value to the economy. To perpetuate this dependency syndrome is a crime against humanity and makes the PNM 'a loveless thing'."

SOME 240 acres of land have been earmarked for quarrying operations in the Melajo Forest Reserve, Valencia.
The Sunday Express learned a decision was taken by Cabinet on May 28 to grant the mining licences for the acreage of land situated between Pine Road and Tractor Road.
The land is located a short distance from an illegal quarrying site in the Matura Forest that was reported to be selling stolen aggregate delivered for use on the Debe-to-Mon Desir segment of the $7.5 billion Solomon Hochoy Highway extension to Pt Fortin.
According to Cabinet Minute No 1274, the land is to be divided into six 40-acre parcels and operated by the following companies:
• Motilal Ramhit and Sons Contracting Ltd
• Kall Company Ltd
• Namalco Construction Services Ltd
• Fides Ltd
• West & Associates
• I & You Ltd
What the minute says
Noting recommendations of the Minerals Advisory Committee and the Finance and General Purposes Committee were considered in the decision to grant the mining licences, Cabinet agreed to the following:
(a) That the Commissioner of State Lands make available the 240 acre parcel of State land at the Melajo Forest Reserve, Valencia, located between Pine Road and Tractor Road, to the Ministry of Energy and Energy Affairs for the purpose of mining (Minute No 2716 of October 11, 2007 refers)
(b) In accordance with the provisions of Section 17 (2) of the Minerals Act, Chap 61:03, to grant of licences for mining to the under-mentioned companies for the period of five years each, in respect of six 40-acre parcels of State land in the Melajo Forest Reserve referred to at (a) above and shown in the map attached as appendix III to the note
(c) That prior to the execution of the mining licences referred to at (b) above, each company submit to the Ministry of Energy and Energy Affairs the under-mentioned documents, postings and statutory approvals:
(i) Eight originals of a survey plan approved by the director of surveys
(ii) A mine design plan template
(iii) A certificate of environmental clearance
(iv) Town and Country Planning approval
(v) A water abstract permit from the Water Resources Agency
(vi) A rehabilitation bond and a performance bond issued in accordance with the provisions of Sections 25 (1) and 26 (1) respectively of the said act.
However, Cabinet noted in keeping with the current policy regarding the allocation of State lands for quarrying purposes, applicants who are new or small-scale operators would be considered in a subsequent award of mining licences for smaller parcels of State lands for the purpose of mining.
Documents obtained by the Sunday Express show out of the six companies, only West & Associates is listed as being in possession of a mining licence.
The company was granted the licence on May 13, 2011, for the period of five years.The companies
Namalco Construction Services Ltd is the subcontractor working alongside Brazilian firm Constructora OAS, which is building the Point Fortin highway extension.
Bank records also show the company deposited $400,000 into the bank account of the Chaguanas West constituency that is represented by ILP political leader Jack Warner.
Motilal Ramhit and Sons are on record as receiving State contracts. Among them a $31.7 million contract to build a new wing on the Arima Secondary School.
Last week, the company won a court battle in which residents misrepresented the facts, claiming a concrete batching plant in Cunupia was affecting their health.
However, Justice Mira Dean- Amorer ruled in favour of Motilal Ramhit and Sons, indicating the residents failed to disclose the plant was not operational until October 2012.
Only recently, Kall Company Ltd was awarded the $120 million contract to upgrade the Maracas Beach facilities.
Records also show Fides Ltd as one of three companies awarded a $60 million contract in June 2012 for clearing of drains and dredging of the Caroni, St Ann’s and Maraval rivers.
How the companies were selected
The Sunday Express learned the competitive bidding process as outlined in the Minerals Act was not considered in the granting of the licences for mining operations in the Melajo Forest Reserve.
Section 17 (1) of the Minerals Act states: “No licence shall be granted under this act in respect of State land, except upon a competitive bidding process open to the public, prescribed by regulations and in consultation with the minister to whom responsibility for land is assigned.”
However, the ministry relied on Section 17:2 of the act that states: “Notwithstanding subsection (1), the minister may, acting on the advice of the committee, in the national interest and with the approval of the Cabinet, grant licences for mining and processing outside of the public competitive bidding process.”
Responding to a question sent by the Sunday Express, asking why the competitive bidding process was not adhered to, communications consultant Prior Beharry, via e-mail, said: “In addition to the competitive bidding, the Minerals Act also provides for the award of State lands for the purpose of mining in the national interest.
This has been done on 34 occasions in the past by former ministers of energy and former cabinets.”
The ministry said based on the act, a minerals advisory committee has been established to advise Energy Minister Kevin Ramnarine on all matters related to mining.
The ministry said the construction boom was the basis for granting licences.
Asked why Cabinet agreed to make available 240 acres of land in the Melajo Forest Reserve for mining, the ministry said: “Given the boom in the construction sector, the demand for aggregate has increased and will continue to do so in the coming years. As such, new acreage has to be put into production to increase output.”
However, the ministry said the licences have not yet been distributed as regulatory approvals such as a certificate environmental clearance, Town and Country approval and water abstraction permits have to be granted by the relevant authorities.

I see this all the time based. Especially when Kallco got the Maracas contract.
Just a couple weeks ago, SpeakoutTT lashing UNC for giving out contracts to Kallco, and calling Roger Ganesh and UNC. Kallco are one of PNM's largest financiers right now, Roger Ganesh is a HUGE PNM stooge who under investigation from day one (*cough*50M bank account).
Some people pointed it out to SpeakoutTT and they delete that post quickly, lol.
