There are two critical factors that distinguish Israel from Hamas which cannot be ignored before passing judgment.

First, what regime that is not at war and seeks to peacefully coexist with its neighbors builds a vast network of underground tunnels and command centers from which to wage war in its own territory? That such a network was built in Gaza City only proves that is where Hamas expected the war to be fought. Were it otherwise, Hamas would have built its tunnels under the border walls to continue its attacks on Israeli soil.

Secondly, whereas Israel is predominantly concerned with protecting the lives of its civilians — witness the "Iron Dome" — the existence of Hamas' network of underground tunnels and command centers in the heart of Gaza City only confirms that Hamas could care less. It has huge stockpiles of food, water and fuel, but has shared nothing. It always planned on a large loss of innocent life which, fairly or not, would be blamed on Israel.

Hamas' strategy always has been two pronged: First, wage conventional war on Israel, then wage a public-relations war on Israel. Sacrificing the lives and infrastructure of the Palestinian people was always part of its plan.
