Children's Authority probes video of child on sidestep of moving car
The Children’s Authority of TT is investigating an incident in which a child was recorded standing on the side step of a moving vehicle in a video circulating on social media. A report to the police has also been made.

In a release the authority condemned the actions the driver "whose reckless behaviour could have resulted in serious harm or even death to a child."

Kudos were given to a member of the public who intervened and stopped the driver.

"The authority is therefore calling on citizens to respond in a similar way, as child protection is everyone’s business.

The authority is reminding parents and guardians that it is a criminal offence to expose a child to danger that may cause suffering or injury. A fine of $5,000 and to imprisonment for six years, or to a fine of $50,000 and imprisonment for ten years can be imposed if a person is found guilty.

"As such, the Authority is calling on the police to launch a full investigation into this unfortunate incident immediately."

The authority also reminded the public that they can make a report to its hotline at 996 or 800-2014 or the police at 999, if they suspect a child is being abused or in danger.

Action being taken:

A Diego Martin woman is expected to be questioned about a video recording of a child clinging to the driver's door of a moving car.

Police said the woman went to the West End Police Station on Tuesday morning where she was questioned by investigators from the police Child Protection Unit and released.

Police said they suspect the incident happened in Diego Martin but were trying to find the exact location and CCTV footage of the incident.

A media release from the Children's Authority on Monday condemned the actions of the driver in the video and called on the police to investigate.

In the release the authority reminded the public that under Section 4 of the Children Act 2012, it is a criminal offence to expose a child in a manner likely to cause suffering or injury to the child's health.

If convicted, the driver of the car
may face a fine of $5,000 and imprisonment for six years, or a fine of $50,000 and imprisonment for ten years.

A nine-year-old boy who was expelled from a private school almost two weeks ago because he complained about being bullied returned to classes yesterday following a court order. Justice Frank Seepersad granted an interim injunction on Tuesday night ordering the Cedar Grove Private Primary School to reinstate the Grade 3 student.

At around 8 am yesterday, a court marshal served the order on officials at the school in Palmiste, following which the child was dropped off by his parents. Named as defendants in the lawsuit challenging the school’s decision to expel the child are the school, chairman Flair Rampersad, Shaheed Allaham and teachers Jenny Ramkissoon and Allison Sebro-Baptiste.

In granting the order, Justice Seepersad said that bullying is a serious issue.

“Any child who makes such a complaint should be taken seriously. In this case, the court feels with a high degree of assurance that it will be established that the child was bullied. There is medical evidence which supports his claim of being struck on the arm and there is no evidence to suggest the child has physiological issues,” he said.

“Our children must be protected and a school should be a safe haven. No child should be ridiculed for advancing a legitimate complaint and the balance of convenience favours the granting of injunctive relief so as to ensure the rights of the child to and education is preserved.”

The judge added that the child must also be provided with all the class notes and educational materials he would have missed. The principal was ordered to “ensure the physical and emotional wellbeing and safety” of the child at school and “refrain from making disparaging remarks or accusing the child publicly or privately of being a liar or of fabricating events or complaints of bullying and intimidation.”

The child, an A student, only started attending the school on January 13 after his parents paid $9,700 in fees. According to the court documents, on January 17 he was walking to his class with his lunch when the door of the Grade 4 class was forcefully kicked open by an older boy. The door struck him on his arm, causing him to fall to the ground and he began crying. The boy said the older boy’s friend, who is also in Grade 4, followed him a few times and sent a student to tell him he was a “load of crap.” She also called him an idiot.


The boy’s parents claimed the school also refused to take any disciplinary action against the students or arrange a meeting with their parents. In his affidavit, the boy’s mother said the principal accused her son of being a liar and sent his son to the Grade 4 class where Ramkissoon and Sebro-Baptiste told the class he was a liar, made up stories about the two children and could not hear well.

On February 3, the boy’s father was informed via email of his son’s expulsion. He said the entire incident has left his son traumatised and he has received counselling.

Counselling is to be offered to six Palo Seco Secondary School students who were filmed engaged in lap dancing in their uniforms at the school on Wednesday.

Videos taken by other students have now been making the rounds on social media.

The videos show two female students, including one with her shirt top opened while she wore a white blouse below, performing lap dances for male students.

There were other students around who could be heard and seen encouraging them on.

According to an official at the school, the incident with the Form Four students occurred between the fourth and fifth periods. The official said it began with one girl giving the dance.

Investigations, the official said, revealed the girl told a friend to record the incident saying: “I want to be famous.”

The girl who incited the incident, the official said, will be referred to the Guidance Officer IV for the St Patrick Education District to address the behaviour. The other students involved, the official said, will also be counselled on their behaviour within the school.

The official lamented the trend of young people recording themselves doing outrageous things for social media with the aim of becoming famous.

“They don’t understand the difference between good fame and bad fame,” they said.

The official explained the school is focused on getting to the root of the behaviours and remedying it.

The incident comes a month after secondary school students were allowed to return to physical classes since the pandemic began.

It also comes days after unvaccinated students were allowed to join their fully vaccinated counterparts in the classroom. Since the return to physical classes, there have been COVID-19 outbreaks in three schools in south Trinidad; Shiva Boys’ Hindu College, Iere High School, and Princes Town East Secondary.
