It means u expect a certain number or rate of cases u would need to cater for.
They not prepping to suit the disease, and surprised when it gets over burdened.


4% of 1.4m is 60k deaths, not just cases.
So it would mean u should really put 2000 or 3000 beds to cater for cases.

Under 1k beds is woefully insufficient.


They draw down billions of dollars, and used it to pay off the wgtl bullet payment.
