C News wrote:After meeting with members of the National Security Council for several hours on Monday, the Prime Minister has announced the immediate lifting of the 11pm-4am curfew. The lifting of the curfew applies to both land and sea.
However, Mrs Kamla Persad-Bissessar warned that authorities will continue to review security issues and there is an option to impose a curfew in certain areas.
"Certain exercises to ensure we don't slip back into a level of criminality will remain and the Government reserves the right to impose a limited curfew when and where necessary, as advised by the Minister of National Security, the Protective Services and of course, the National Security Council."
The announcement comes two months and 17 days after the State of Emergency was declared on August 21st. The Prime Minister said the State of Emergency will remain in effect but reviewed daily with members of the Protective Services.
"Please be very mindful that you should continue to exercise caution in all you do, to be respectful of the law, to be aware of your surroundings, to drive with care and of course to be your neighbour's keeper. I am advised that the Joint Protective Services will continue their exercises and enforce the law on transgressor of the law, however minor those infractions may be."
The Prime Minister said to ensure the country does not return to a level of criminality, the Central Intelligence Command will be strengthened, joint army patrols will continue, mobile patrols will be increased and officers in the T&T Regiment will be precepted in order to support law enforcement officers in the field.
"I am advised by our Protective Services and indeed from our Commissioner of Police and his team that our strategic plans include focused patrols, executing warrants, community social activities, roadway safety and traffic management, victim support services and domestic violence. CCTV expansion, intelligence gathering, static surveillance and road profiling, stop and searches. So this will be done through the inter agency collaborations, border, sea and port security, fire and drug eradication."
Mrs Persad-Bissessar defended the State of Emergency saying it substantially reduced violent crime, disturbed the drug cycle, strengthened the intelligence gathering mechanism, as well as the joint army framework.
She said it was never about petty politics but ensuring the safety of all citizens.

kamla was busy talking about statistics, but where was the talk of pro-active/preventative measures.
What are the police services etc going to do now to ensure that crime stays under control? What is the course of action now...

State of Emergency powers in force
The State of Emergency, which gives expanded powers to the State via the military and the protective services, remains in force, although the curfew has been removed. It means that the police and army have powers they do not normally have, such as the power to enter and search any premises, or stop and search any vessel, vehicle, vessel or individual on the suspicion that any evidence of a crime is likely to be found on the premises, vessel, vehicle or individual and to seize any evidence found.
A police officer or member of the defence force may arrest without warrant any person he suspect has acted or is about to act in a manner prejudicial to public safety or public order.
The Regulations also prohibit the holding of public meetings or marches, without the written permission of the Commissioner of Police.
The Regulations define as a public march, any march or procession in the public place comprising (whether wholly or partly) pedestrians, vehicles or bicycles. EXCLUDED from this is any march or procession by police officers, members of the Fire Service, Defence Force, or a procession which takes place as a component part of any religious ceremony, including a wedding or funeral, not being in any way connected with any political demonstration or celebration or members of any youth organisation or any other body approved by the Minister, being an organisation or body which is not in any way connected with any political organisation.
The regulation states that a public meeting means any meeting held out of doors.
The regulation gives to the police officer or member of the Defence Force the right to stop and search any person whom he suspects of having firearms, ammunition or explosive in his possession. A police officer or member of the Defence Force may without a warrant and with or without assistance, and with the use of force, if necessary, enter and search any premises or stop and search any vessel, vehicle or individual, whether in a public place or not.
