Germany Announces New L.N.G. Facility, Calling It a Move From Russian Energy That Is Also Green
The government said that much of the infrastructure under construction to supply L.N.G. could be reused to import hydrogen, which Europe is backing as an important clean fuel of the future.

The German government on Thursday took another step toward reducing its dependence on Russian energy, reaching an agreement on acquiring a fifth facility for importing liquefied natural gas. The new facility, a floating terminal with a five-year lease, will be the second at Wilhelmshaven, a port in northern Germany that is becoming a key energy hub.

The terminal will have capacity for importing about 6 percent of Germany’s gas consumption. By backing these facilities, the government hopes to provide Germany, Europe’s largest economy, with a substantial buffer against any further cutoffs of Russian supplies.

Thursday’s deal is also a potential stride for green energy. The group of investors and companies behind the new L.N.G. terminal have ambitions to supply green energy in the form of hydrogen to Germany and other countries at a scale that might make a difference in tackling climate change, and the L.N.G. deal appears to give the group’s plans the imprimatur of the German government.

Robert Habeck, the economics and climate minister, announced the arrangement at a news conference in Berlin on Thursday along with representatives of the participating companies.

Russia’s throttling back of natural gas supplies in apparent retaliation for sanctions imposed over its war in Ukraine is forcing officials in Germany and elsewhere in Europe to go against their political instincts to bolster supplies of natural gas — a fossil fuel — by building terminals and scouring the world for supplies.

Europe Gas Falls Further on Easing Demand and Higher Stockpiles

(Bloomberg) -- European natural gas fluctuated as traders assess a rapid filling of storage sites against persistent concerns over Russian supply.

Benchmark futures have slumped by about a third this week and were slightly up on Thursday, reversing earlier declines.

Inventories in the European Union are filling about two months ahead of schedule, countering the risk that Moscow could keep shipments at minimal levels even after the end of a three-day maintenance shutdown of the key Nord Stream pipeline that started on Wednesday. An European official on Thursday warned of further supply cuts from Russia.

“There are fears that the pipeline may not return on schedule or at all, leading to panic European gas markets on supply concerns,” Inspired Plc, an energy consultancy, said in a note. “The true effect may have been somewhat dampened by the European Union announcing it has met its gas storage target of 80% two months early, lessening fears over gas supply security as we move into winter.”

Even if flows stop after September, a storage buildup may reduce the “risk perception” if demand remains curtailed by 10% and strong imports of liquefied natural gas continue, according to Citigroup Inc. European consumption of natural gas slumped 12% in August from a year earlier, it said.

August was “another record-breaking month for EU gas storage building,” the bank said in a note. “Storage growth largely reflects the decline in gas demand and stable supply” as LNG and Norwegian shipments help offset the drop in Russian volumes.

Winter is coming.

A petro chemical off loading facility is not a spare bed room that could throw up in a few weeks.

If they are lucky, that could be ready by third quarter next year.

The chairman of Russia's Lukoil oil giant, Ravil Maganov, has died after falling from a hospital window in Moscow, reports say.

The company confirmed his death but said only that Maganov, 67, had "passed away following a severe illness".

Russian media said he was being treated at Moscow's Central Clinical Hospital and died of his injuries.

Maganov is the latest of a number of high-profile business executives to die in mysterious circumstances.

Investigating authorities said they were working at the scene to establish how he died. Tass news agency quoted sources saying he had fallen out of a sixth-floor window early on Thursday morning, adding later that he had taken his own life.

Shortly after Russia invaded Ukraine, the Lukoil board called for the conflict to end as soon as possible, expressing its sympathy to victims of "this tragedy".

Its billionaire president, Vagit Alekperov, resigned in April after the UK imposed sanctions on him in response to the invasion.

Several Russian energy oligarchs have died in unusual circumstances in recent months:

• The body of millionaire Novatek former manager Sergei Protosenya was found alongside his wife and daughter at a Spanish villa in April

• A former vice-president of Gazprombank, Vladislav Avayev, was found dead with his wife and daughter in their Moscow flat, also in April

• In May, a former Lukoil tycoon Alexander Subbotin died of heart failure, reportedly after seeking alternative treatment from a shaman.

Gas market tense but supply guaranteed, says Germany after Gazprom cut
Germany says its gas supplies were secure despite a move by Russian energy giant Gazprom to extend a stop to the Nord Stream 1 pipeline, adding to fears of shortages this winter.

“The situation on the gas market is tense, but security of supply is guaranteed,” a spokeswoman for the economy ministry said in a statement.

The spokeswoman did not comment on the “substance” of Gazprom’s announcement earlier Friday but said Germany had “already seen Russia’s unreliability in the past few weeks”.

The Biden administration is requesting more than $13 billion from Congress to support Ukraine

US President Joe Biden's administration is outlining its request to Congress for the next government funding bill that includes additional money for what it is describing as “four critical needs,” including support for Ukraine as the war continues.

The White House is requesting $11.7 billion for security and economic assistance for Ukraine and an additional $2 billion “to help address the impacts Putin’s war has had on domestic energy supply and reduce energy costs in the future,” Office of Management and Budget (OMB) director Shalanda Young said in a blog post.

Per a summary from the OMB, that $13.7 billion request includes:

$4.5 billion for equipment
$2.7 billion for military, intelligence and other defense support
$4.5 billion for direct budget support to Ukraine
$1.5 billion for “uranium to fuel US nuclear reactors to offset a potential decrease in Russian supplies and $500 million for modernizing the Strategic Petroleum Reserve to reduce domestic energy costs and ensure sustainable access to energy resources.”

The request comes as lawmakers are set to return to Washington, DC, after the August recess facing a major must-pass legislative agenda item: Preventing a government shutdown by the end of the month.

So far, the US has provided approximately $13 billion in military aid to Ukraine since Russia’s invasion of Ukraine began Feb. 24, a National Security Council official told CNN. The US has also provided $7 billion in grants for direct budget support and over $1.5 billion of humanitarian aid for Ukraine and Ukrainian refugees.

Conspiracy theorists don't seem to realize that Ukraine is a bulwark against Russian expansion in Europe, which Putin definitely sees as possible. No one throws so much resources, and puts their economies in peril to help out, NATO or no NATO. Russia's aim is to suck the west, particularly the US into a direct war, which is decidedly more unpopular.

China is pushing Russia to prolong this into a war of attrition, drain the west while China grows stronger (they hope).

There are people alive in Poland and the Baltic's who lived through Stalin's era of purges, ethnic cleansing, and subjugation. Those countries will give up a lot resource to fight Russian expansion.

Speaking to journalists on Monday, Dmitry Peskov, the Kremlin’s spokesperson, blamed sanctions “introduced against our country by western countries including Germany and the UK” for Russia’s failure to deliver gas through the Nord Stream 1 pipeline.

“Other reasons that would cause problems with the pumping don’t exist,” Peskov was cited by the Interfax news agency as saying.

Peskov added that Russia’s full resumption of gas supplies via Nord Stream 1 was “undoubtedly” dependent on whether the west would lift its sanctions on Moscow. “It is these sanctions imposed by the western states that have brought the situation to what we see now.”

Peskov’s statements on Monday are the clearest indication yet that Russia intends to force the EU to lift sanctions imposed against Moscow over its invasion of Ukraine in exchange for Russia restarting its gas deliveries.

Nuclear is the way to go but Germany rather burn lignite than extend the life of their existing reactors.
