The State owns all land seaward of the high water line. If people are on this part of the coastline, they are on State land. You can therefore own land up to the high water line and not beyond that. The boundary of your land ends at the high water line which would change over time with changes in tidal conditions.

As such, if you want to put on your bathing suit/trunks and post up videos of you being on the area landside of the high water line, no one can do you anything, once you have not broken any of the other health regulations currently in place.

Granting right of way or right of thoroughfare only allows for others to travel across private property. It does not grant right of usage. That land is also still considered private property up to the high-water mark.

You can walk across another's property within 200 feet of the high-water mark in Tobago but you cannot stop and picnic or loiter.
