SECURITY was increased in and around the Port of Spain Magistrates’ Court yesterday as three men and a woman were brought to the courthouse to face several charges under the Anti-Gang Act, along with attempted murder and conspiracy to murder.
It was the first time since the limited State of Emergency in 2011 that people have been arrested and charged under the Act.
Among those who appeared before Chief Magistrate Marcia Ayers-Caesar was alleged gang leader Anthon “Boombie” Boney, 30.
The others were Nigel “Tech-9” Sandy, Jameel “World Boss” Earl, 24, and his mother Denyse Earl, 42.
The quartet were brought to the court shortly before noon by members of the Gang Intelligence Unit. Moments before their arrival, heavily-armed police officers stood guard along St Vincent Street, where the court is located.
Pedestrians were prevented from walking along the pavement close to the gateway leading to the holding cells of the court, while vehicular traffic was temporarily blocked in order to facilitate the arrival of the police vehicle transporting the accused.
Upon their arrival, the police van hastily reversed onto the court compound and the accused were quickly taken into the building, barring them from the glare of the media and other onlookers.
Police said the heavy turnout of officers was in order to maintain law and order if the men’s supporters, who gathered along the roadway, became unruly. Two women engaged in a fist fight, resulting in both of them being detained by the police.
Around 1 p.m., the three men appeared before Ayers-Caesar in the Eighth Court. Their friends and family members occupied most of the seating area in the public gallery.
The men were jointly charged with being gang members; attempting to murder Gregory Goodridge on July 26 last year in Port of Spain; conspiracy to murder Kevon Cooper between July 11 and August 3 last year; and coercing Khadeem Blake to become a gang member.
Boney faced an additional charge of being a gang leader.
The woman, who appeared alone, faced two charges of supporting the activity of a gang and assisting an activity to the benefit of a gang between July 30 and 31 last year.
People charged under the Act are not eligible for bail for a period of 120 days.
Those found guilty of being a gang member can be sentenced to a maximum of ten years in prison, while someone charged with being a gang leader can serve up to 25 years behind bars.
Boney’s attorney Wayne Sturge submitted that he was aware the court did not have the authority to dictate where a prisoner is detained, but asked that a note be made outlining that his client had received death threats from inmates operating criminal gangs within the prisons.
Police officers had also issued death threats against Boney, the attorney alleged.
Sturge said Boney, who lives at Africa Road, John John, had two wives as a result of his religious affiliation and six children and was dependent on diabetic medication.
He said since his arrest on Friday, officers seized his medication and refused to return it after Boney failed to cooperate with police because he was not being allowed his right to have an attorney present during questioning.
Sturge said attorney Criston J Williams, who is also representing Boney, was “given a run around” by the officers after he attempted to visit his client. He added it was only after Williams filed a writ of habeus corpus at the High Court in Port of Spain on Monday night to have Boney released from custody did the officers move to lay the charges, around 11.30 p.m.
Sturge said he was also asking that the prosecution make available all disclosable material in the shortest possible time in order to have a speedy hearing of the matters.
Defence attorney Patrick Godson-Phillip provided legal representation for both Jameel Earl and his mother.
Godson-Phillip said Earl, who lives at Nelson Street, Port of Spain, had also received death threats from prison inmates.
The woman, who lives at Las Alturas, off Lady Young Road in Morvant, remained traumatised since her arrest on Friday, said Godson-Phillip.
He said when she was taken into custody, she was not advised by the police she had a right to have an attorney present during interrogation. He, too, asked for disclosure in the matter.
Sandy, of Oropune Gardens, Piarco, was represented by attorney Richard Clarke-Wills, while attorneys with the Police Service Legal Department, Insp Richard Taylor and Cpl Kelston Pope, prosecuted.
In response to the applications made for disclosure, Taylor said the relevant files needed to be sent to the Office of the Director of Public Prosecutions (DPP) in order to have a State attorney appointed. Taylor said as soon as the files become available to the prosecution, they will be handed over to defence counsel. The matters were then adjourned to March 6.
In 2011, a total of 437 people were held under the Anti-Gang legislation, with 236 of them being charged with being gang leaders and members.
Eventually, 235 of them were released after the DPP’s office submitted there was insufficient evidence to prosecute.

A next State owned organization overseeing a major construction project sat down on a recommendation to build a $30,000 fence and ended up spending close to $1M in security costs because they failed to make a simple decision.

This Government is a joke. At least with the PNM, when they put their people on State boards, they put people with at least some level of qualifications. This PP Government put a set of people with absolutely no qualifications at all.

One does not rush In to an investment as it can go either way. We have all seen how PNM makes bad investments with little thought process. A rush to buy 3 opv but you don't have the staff to man the vessels. One opv takes 200 staff to operate internal and external . Trini coast guards don't even have 100 staff much less for 600 trained staff.

It takes about 80 sailors and 120 external staff for maintenance and administration for one vessel alone.

I voted against the last Government so idky you bringing up that. All you had to say regarding THIS government investments is "NO they haven't".

UML and ZR your responses are fit for PP and PNM sheep of which I am neither.

On a side note, what going to happen to this thread after elections next year? Name change?

If your bank account is low and owing money from past misdeeds would you look to invest or build some funds for when another rainy day comes.

So you saying the bank account is high and there are no PNM misdeeds that the PP owing so we just spending? Sounds like the PNM leave the PP in a nice place. I didn't expect a pro-PNM statement from you nah.

As for saving for a rainy day, it's a shame IF all the people that follow the PP as avidly as you do thinks that this isn't a requirement.

However "saving" for a rainy day is far from "investment", finding new ways to generate future income.

The government is going in the right direction by selling off state companies eg FCB, phoenix park ect. This puts investments in the hands for the avg citizen. Government should invest in running a nation rather that look for investments that leads to corruption . Past investments have failed eg Iscott, Tanteak, caroni, bwia , trintomar, dairy farms, gtc ect.

That is all fine and well. But what about a Government that utilizes State owned companies (HDC, eTecK, EFCL, RDC, CISL, PSAEL, NIDCO, VMCOTT, et. al.) as procurement agencies, each with its own set of procurement rules, just to by-pass the somewhat slow, but transparent, Central Tenders Board?

Quoted for truth. Look out this year. They have some Massive projects in south carded. 2 so far are under way with another to come very soon. All of them in the 10's of millions range. Look carefully at where these projects are and who gets them(Two famous PP contractors shall split the 3).

CATH LAB AND MRI MACHINE FOR NEW TOBAGO HOSPITAL



The newly-opened Scarborough General Hospital will soon have a Modular Cardiac Catheterisation Lab and an MRI machine.

Speaking at Thursday's Post Cabinet Media Briefing, Tobago Development Minister Dr. Delmon Baker said Cabinet has agreed to purchase both by open tender.

"That is budgeted or estimated to cost $34 million VAT Inclusive."

A Modular Cardiac Catheterisation Lab is used in cardiac diagnostic and therapeutic procedures such as angiograms, percutaneous coronary interventions, closure of some congenital heart defects, treatment of stenotic heart valves, and pacemaker implantations.

Dr. Baker noted that two of the most common diseases in Tobago are hypertension and diabetes and the use of a Modular Cardiac Catheterisation Lab and MRI machine will come in handy.

"One of the significant things that should be mentioned is that the number of amputations at the Scarborough General Hospital exceed the national average and are in the region of about between in some cases six to 20 amputations per month. With the new equipment, with the MRI and the possibility of this Cardiac Catheterisation Laboratory coming to Tobago, it would mean that we could open up these blood vessels and allow for blood to flow to the peripheries, of the distant ends of the limbs and this will save a considerable number of Tobagonians' limbs and possibility loss of lives."

According to medical websites, cardiac catheterisation is a test to check your heart.

This test can include a coronary angiogram, which checks the coronary arteries. A cardiac catheterization can check blood flow in the coronary arteries camera, blood flow and blood pressure in the chambers of the heart camera, find out how well the heart valves work, and check for defects in the way the wall of the heart moves. In children, this test is used to check for heart problems that have been present since birth (congenital heart defect).

A coronary angiogram is used to find out if you have disease in your coronary arteries (atherosclerosis). If you have atherosclerosis, this test can pinpoint the size and location of fat and calcium deposits (plaque) that are narrowing your coronary arteries. Percutaneous coronary intervention (PCI) is similar to coronary angiogram, but it is used to open up a narrowed coronary artery with special tools. The two common types of PCI are: * Angioplasty with or without coronary stents. * Atherectomy.

Results from a coronary angiogram help determine whether treatment with medicines, bypass surgery, or percutaneous coronary intervention (PCI), such as angioplasty, may be effective.

A few specially-selected musical artistes for the Trinbago Interactive Music Expo (Time) pose with Minister of Arts and Multiculturalism Dr Lincoln Douglas yesterday at Nicholas Towers, Port-of-Spain. Nine artistes and bands were selected to be trained and exposed to international recording professionals, with the hope of improving their craft, as well as getting signed and elevating T&T's music to an international level. The Ministry of Arts and Multiculturalism has a plan to expose nine specially-selected local music artistes and bands to the international scene, in the hopes of getting them signed to a record company and to promote T&T’s spectrum of talent to a global audience. The initiative is called Trinbago Interactive Music Expo (Time).



At a press conference yesterday at Nicholas Towers, Port-of-Spain, line minister Dr Lincoln Douglas told the artistes about several international recording and touring agents which were recruited by the ministry to come in to Trinidad at the end of February. The objective is to provide the musicians and singers with the opportunity to present their work, and network with fellow professionals in the business.

This would hopefully lead to them signing contracts for their entry into the international music scene. “We will throw all that we have behind you to make sure you succeed,” Douglas said. During this process, the selected artistes will undergo training which includes coaching on image and branding, vocals, musicianship, stage presence and performance. Douglas called on them to embrace this learning process, despite their current level of local success and development.

“Submit yourself to be trained. We have a thing in Trinidad here, where everybody feel they know everything,” Douglas said. Marge Blackman, daughter of the late Ras Shorty I, who was selected for Time, said she was ready to do as the minister suggested and learn as much as she could from the experience. “I feel so excited, I am grateful...I look forward to the training. I am open to it, I am always willing to learn,” she said happily to the T&T Guardian in an interview.

Her hope is to get signed to one of the labels, and represent T&T on a global scale with her style of music. The artistes will also have the opportunity to showcase their talent as they perform at the Normandie hotel Under the Trees, St Ann’s, Port-of-Spain, on February 27, and at TASA Fete at Queen’s Hall, St Ann’s on March 2.

Industrial boost to make Chaguanas a city

Coming to central Trinidad and South are seven industrial parks to be spread over 775 acres of new industrial space, Trade and Industry Minister Vasant Bharath said yesterday. “A lot of it will be in the Central area. We are moving a lot of business out of Port-of-Spain into Central and South to ensure a greater participation in income by citizens.”


Bharath made the announcement at a breakfast meeting of the Chaguanas Chamber of Commerce (CCIC) in Montrose, Chaguanas. He was addressing members of the Central business community on the theme Economic Development. Chaguanas Mayor Gopaul Boodan, who spoke at the event, said they are busy working on plans to change Chaguanas from a small market town into a bustling city centre. “We’re going for city status,” Boodan told the T&T Guardian.


He said a lot of government ministries and state agencies will be coming to Chaguanas, including the Ministry of Community Development. A Chaguanas campus of the University of the West Indies will be constructed north of the Divali Nagar site. To create space in the already crowded town, Boodan said the Town & Country Planning Act will have to be amended to allow for buildings to accommodate more space at the top.

He said the Downtown Owners and Merchants Association will also be embraced in their plans. Fisherfolk, farmers and market vendors will not be left out of their plans either, he added. “We’re meeting soon with the Minister of Planning, the Economic Development Board and stakeholders.” CCIC president Richie Sookhai said the chamber has already set up a steering committee with the Economic Planning and Development Board to assist with the transition of Chaguanas from borough to city.

“As it is, at a sign of the pen, we can have city status. But we want ordered and constructive development.”

Let's hope once the PNM wins they'll continue developing south of the Caroni as many of their long standing central business owners, who support them would hope.

Decentralising POS is probably the only thing this govt has gotten correct.

2015 can't come fast enough :grin:

Decentralizing POS is one thing but adding more things to Chaguanas is another. Chaguanas has the worst network of long one way streets. It's a traffic nightmare.
