10-20k crossed the border illegally from a country where the Brazilian variant is prevalent.

Non-nationals came in with negative PCR tests, they were quarantined and flown straight to offshore platforms and infect nearly everybody on the platform.
The procedures are not foolproof. I agree quite likely it could be a Venezuelan or a Trini that interacted with a Venezuelan illegally across the border, but it very well could be ppl who were quarantined but whose viral load was too low to detect the virus during the test only to have it flare up afterwards.

I didn't bad talk rapid tests, I said they were not as accurate as PCR. The reality is we could create whatever rules we want for the virus, it doesn't mean it will obey them. All these are measures of mitigation but a virus wants to spread and it will adapt to spread best. They are doing 14 day quarantines for offshore workers.

A 14 day quarantine is pointless unless you test after leaving.
