- Not following and failure to enforce T&C rules.
- Dumping in drains and rivers.
- Failure by city/borough/regional corporations to clean drains and rivers during the dry season.
- No funds in starting/completing drainage projects or to purchase equipment for corporations to use in dredging/cleanup exercises.
