Been there in 2012. Hilux rammed three cars. I was the 3rd car(at the front). Driver argued that the car in front me cause the accident as he stopped suddenly. Officer asked us 3 if we were at a standstill at the time. Talk Done.

It's not a cut and dry conclusion. It all depends on the scenario. If a domino effect where the last vehicle in the line hit the car in front pushing that vehicle into the other in front, the last vehicle liable.
If a chain reaction where one vehicle runs into the back of another, and then another vehicle runs into the back of the vehicle that ran into the back of the first vehicle etc, each vehicle that ran into the back of the other vehicle is liable for that vehicle only.

And then there is the rare case of the vehicle in front being liable, there is a specific offence under the highway act for stopping suddenly, this applies to the highway only, and not stopping suddenly due to traffic etc, but due to no apparent reason.

And RS scenarios made total sense. Especially the last one. Stopping suddenly in traffic and stopping suddenly for no reason on the highway are 2 different things.
That talk about "once you hit from behind you wrong" never made sense.
