-At what point does the HDC have a valid agreement with an applicant ?
-Is their continuity in Govt undertakings?
-Could a case be made for inequality of treatment?
-In this particular, instance is this an effort to frustrate an initiative by the previous admin.
and facilitate redistribution to a new 'preferred' community?
A very slippery slope this appears to be and the speed in which this policy was revised is a bit questionable.

This new scheme is for ppl that support thus government. It's plain inequality.

Nearly every one that's gets an HDC house will sooner or later tell you in private that they got it via pull strings.

Ppl just don't like to hear the truth.
