if d law was public road the owner of the animal responsible for securing the animal and the animal owner has to pay for damages to the vehicle. if the vehicle drive in private property and bonks dong the animal the vehicle owner responsible, simple. but the law so written in a twisted way that the police have to get a lawyer , the vehicle owner have to get a lawyer and both lawyers making money laughing at everyone.

The female officer needs to be disciplined. Maybe not suitable for the field work, needs more training.

She took away the phone. Why? They were recording on their own property/ in public. Then she pushed the man and raised the gun to him, the man's hands were always at his sides and non-aggressive. And above all her non-stop barking escalating the situation. Plenty fear driven over-response by that female officer. The other officers weren't reacting that way.
