That is a somewhat bewildering statement. Particularly since nearly all US cities that established early police forces were in northern states, and did so by the mid 1800s. On topic, i have not researched political parties pushing drugs in certain areas so i cannot comment but I guess you will have your facts and proof.
What i can say is that, we have many blacks from these areas who were able to acquire the correct mindset to better themselves and progress in life.
We have to forget slavery and focus on getting blacks to actually WANT to move forward. We need to find ways to get blacks OUT of stagnancy and into determined and ambitious thinking. We cannot continue to allow these excuses to be vaild reasons for complacency.
The number of opportunities for blacks far more exceeds matters/situations on racism and discrimination.
The oppressed behavior of blacks should be for the minority and not for the majority.

Interestingly, African nations, China and India have some of the lowest levels of children born out of wedlock worldwide -- about 1%. While in some European nations and the Americas 50% or more of the children are born out of wedlock.
The nations with the highest levels of children born out of wedlock also have significantly increased the economic independence of most women, and some of the most liberal laws regarding women's' rights, especially abortion.
