The Elections and Boundaries Commission (EBC) has disclosed that it was never consulted prior to the controversial Constitution (Amendment) Bill 2014 being laid in Parliament.
In a statement yesterday, Kirk Waithe of Fixin’ T&T said he wrote to the EBC querying:
1. About the impact of the “run-of” on Trinidad and Tobago’s electoral infrastructure
2. Whether (the EBC) was consulted on the matter ahead of Prime Minister Kamla Persad-Bissessar’s announcement of the Constitutional (Amendment) Bill 2014 in our Parliament.
The EBC’s corporate communications manager Dominic Hinds in his response to Waithe stated the EBC was never consulted.
“With respect to your second question as it relates to if the EBC was consulted prior to the presentation of the Constitutional (Amendment) Bill in Parliament. There was never any discussion between the EBC and the Government on the said matter,” he stated.
In response to Waithe’s first question, Hinds stated: “The commission is still in the process of examining the implications of the proposed two-round system for the country’s electoral infrastructure, but it is quite apparent that a tremendous amount of pressure will be placed on both the commission and its department in the conduct of a supplementary polls in such a short time after the first. However, it is also evident that the cost of such a supplementary poll will be significantly higher than the expenditure normally associated with a singular poll.”
