EBC claims it was not consulted about changes

The Elections and Boundaries Commission (EBC) has disclosed that it was never consulted prior to the controversial Constitution (Amendment) Bill 2014 being laid in Parliament.

In a statement yesterday, Kirk Waithe of Fixin’ T&T said he wrote to the EBC querying:

1. About the impact of the “run-of” on Trinidad and Tobago’s electoral infrastructure

2. Whether (the EBC) was consulted on the matter ahead of Prime Minister Kamla Persad-Bissessar’s announcement of the Constitutional (Amendment) Bill 2014 in our Parliament.

The EBC’s corporate communications manager Dominic Hinds in his response to Waithe stated the EBC was never consulted.

“With respect to your second question as it relates to if the EBC was consulted prior to the presentation of the Constitutional (Amendment) Bill in Parliament. There was never any discussion between the EBC and the Government on the said matter,” he stated.

In response to Waithe’s first question, Hinds stated: “The commission is still in the process of examining the implications of the proposed two-round system for the country’s electoral infrastructure, but it is quite apparent that a tremendous amount of pressure will be placed on both the commission and its department in the conduct of a supplementary polls in such a short time after the first. However, it is also evident that the cost of such a supplementary poll will be significantly higher than the expenditure normally associated with a singular poll.”

EBC concern seems to be about infrastructure, logistics and funds.

“The commission is still in the process of examining the implications of the proposed two-round system for the country’s electoral infrastructure, but it is quite apparent that a tremendous amount of pressure will be placed on both the commission and its department in the conduct of a supplementary polls in such a short time after the first. However, it is also evident that the cost of such a supplementary poll will be significantly higher than the expenditure normally associated with a singular poll.”

A walkover by Sea Lots is impractical as it would have to go over the fence/wall into PTSC compound which they just rebuilt to facilitate a 3rd lane. Also there are huge WASA lines underground so a foundation for a walkover cannot be built there. Study the cost and disruption involved... too much cons than pros unfortunately.

RASC is correct. Those residents have to be rehabilitated and relocated. The former administration was planning to expand the port which would be an addition to the waterfront project which I agree with.

If that is how it is, then I don't think that is too bad. There will just be two elections instead of one in most areas now so they will have to cater for that

Trini dollar is the most stable dollar in the region. Had it not had measures put in place since NAR days to stop the abuse under PNM this country would have been a financial mess . Even both the UNC and PP and to rescue this nation from further abuse under PNM with grand wasteful spending that brought us nothing.
Remember the summits that the pnm had and run bust. A useless second airport terminal that used to be the airport.

Constituents burn Lincoln Douglas ‘bobolee’

“Burn Douglas Burn!” This was the chant of a large group of constituents from the Lopinot/Bon Air West community yesterday afternoon as they assaulted an effigy of their Member of Parliament (MP) Dr Lincoln Douglas who voted in support of the Constitutional (Amendment) Bill (2014).

Residents of the area called for Douglas to resign from his position as MP for the role he played in passing the controversial bill, saying he did not vote with the interest of his constituents in mind. Douglas is a member of the Congress of the People (COP) and he expressed concern about the Bill during his contribution to the debate.

The COP had met August 10 and voted for a delay on debate in the House of Representatives. Members had asked for it to be sent to a Joint Select Committee of Parliament. Prime Minister Kamla Persad-Bissessar said MPs could vote according to conscience.

When the vote was taken the following day at the end of the debate, Douglas voted in favour of the bill which was passed in the House of Representatives. To demonstrate their displeasure with this decision, yesterday constituents of Douglas—beat, kicked, punched, threw and even burnt an effigy of the MP.

“We came out here in defence of our nation. This Bill is going to take away our right to democracy, it is going to take away right for freedom and we need the Government and our MP to understand when we say no we mean no. We don’t mean you say no, then talk against the bill in Parliament, and then when the time comes you vote for it,” explained a female protestor.

The group promised that this protest was not a one-off action and that it would be repeated in the immediate future, saying that they will join other groups outside of Parliament and throughout the country as they protest the Bill.
