I know there are other and much more ideal conditions out there but if organized crime continues the trend in which it already is especially with the arrival of more and more advanced weaponry, then very soon and it doesn't matter where, anyone can be a sitting duck to a sniper where the criminal element may not want to cause the commotion like what happened yesterday and times before that.

He requires knowledge of using a proper rifle scope and how the bullet trajectory is affected by the speed of the particular ammo he is using as well as any wind conditions.
Mind you there are phone apps to do that now but you still need to figure the data first and more importantly understand how it works
