The quick and easy solution to preventing this from happening again is to create an emergency management unit for managing emergency management units in an emergency.

guy with no life vest goes out to grab the floating life vest which no one else seemed concerned with, I'd suggest the Coast Guard give them some training with regard to the Zodiac

they were smart enough to get that van out of the waves leaving the trailer behind

they should of attached a winch to the trailer and winch it up so the trailer wouldnt be so much in the water

they have to be trainees.
That is no real waves lack of experience
that motor is a jet drive so ar they launch after the first wave he should have cleared that break water

Thats a normal outboard, still need to get to a certain depth before they can bounce starter (if it has one) and go. They should get the boat out past the breakers with one or two on board while others guide the boat out...then they can climb in
