In my opinion the car is in great condition having sat out in the open for so long, which is great. I did not get the key back, so I don't know if it will start, which is probably a good thing. The car was impounded due to a tampered chassis number, so it can not go on the road as is....legally.
What I'd like to know is what are my options with respect to a legal means of getting this car back on the road. If I have to sell it for parts, what is a fair price to get it off my hands?

we need to know the full story..
how did they determine the chassis # was tampered with.?
when u bought the car and transferred did they not detect it then??
did u not know the chassis # was tampered with before / when u bought it.?
how was the chassis tampering issue resolved.?
did they find the correct car for the correct chassis #?
if so, what then is your correct chassis #.?
car can be licensed however you will need to know the correct chassis # to put on the certified copy. failing that..scrap an sell...
if you want to start the car.... replace all fluids including engine / transmission oil...new battery new tyres flush gas tank, lines and rail. clean injectors...fresh plugs...and you SHOULD start
consult a qualified mechanic as theres certain procedures in order to get the car running again.

Much thanks for your detailed response, but I have decided to sell it for parts to save myself all the hassle.
