Any one knows how seniority in the public service is determined I am asking for a friend people giving her many conflicting information.

They should do away with years of service. Years of service does not mean improved productivity.

They have been for the most part, hence why you seeing a lot of educated young people in good public service positions. The dinosaurs at the top try their best to block them though and frustrates the system

I welcome that move to rid the public service of these non productive and hostile workers.
