On an average, the San Fernando Pound receives in excess of 50 dogs per week. The dogs come in all shapes and sizes and healthy, sick, injured, pregnant, in heat, old or aggressive are all put together in the same kennels. The Pound has no running water, and these kennels are often filled with urine and faeces, especially after a weekend when the staff does not work. In fact, after a weekend it is not unusual to find dead and cannibalized dogs in the kennels due to the fact that they had not received anything to eat or drink in days.
According to law, the Pound is supposed to make efforts to find the owners of dogs that are clearly lost and to keep them at least 5 working days until their owners claim them. This is not done and these healthy animals are euthanized twice a week with the other strays.

We, the undersigned, believe that, in addition to being illegal, these conditions are inhumane and barbaric and not in keeping with the benchmarks of a civilized society.
We therefore strongly urge the San Fernando City Corporation to relocate the Pound to more sanitary facilities and provide a humane and acceptable level of care in keeping with the laws of the Republic of Trinidad and Tobago.

4 dog pounds to cost State $6m

FOUR dog pounds are expected to be built soon in Trinidad at a cost of $1.5 million each.
The Ministry of Local Government is responsible for the infrastructure, designs and funding, the Express was told yesterday.
An official with the San Fernando City Corporation’s public health department said the pounds will be built in San Fernando, Wallerfield, Carlsen Field and maybe in the Beetham Estate.
The official said, “Because we already had plans to reconstruct ours, the Ministry of Local Government started with us. There was a Cabinet decision to allocate $1.5 million to each pound. All the different drawings are already finished so it is just a matter of submitting it to Town and Country (Division) which is our own so it shouldn’t be a problem to approve.”
The official said the new pound will be built adjacent to the present location. The pound is located near the city’s dump behind Roodal Cemetery at Lady Hailes Avenue, San Fernando.
The official said, “It is a whole new design with separate area for dangerous dogs, healthy and sick dogs, etc.”
A group of residents have been petitioning for support on social media for the San Fernando City Corporation to relocate the pound and implement better measures for taking care of the animals.

When the Express visited the pound yesterday, there were 32 dogs in six cages.
The official said the Ministry of Local Government will also be responsible for the training of staff.
San Fernando Mayor Kazim Hosein said he agreed with the concerned citizens that the pound was an atrocity to the city hence the reason why the Corporation was attempting to have better facilities for the stray animals.
