Revellers have been warned this Carnival: Do not wine on any police officer. Aggressive wining can land you in jail if the officer becomes fearful. So said acting Deputy Commissioner of Police Harold Phillip, the Gold Commander in charge of security operations for Carnival 2015. Speaking at the weekly police briefing at the Police Administration Building, Port-of-Spain, he also warned that covering yourself in body paint alone and lewd behaviour could also land a reveller in jail.

that is stupid... What exactly is aggressive ? If they want to be such knobs then they should of said all contact dancing / whining on ossifers are illegal

I've always thought that the word is "wind"
as in:

wind
verb \ˈwīnd\
a : to encircle or cover with something pliable : bind with loops or layers
b : to turn completely or repeatedly about an object : coil, twine eg. a woman's waist in dancing.
c (1) : to hoist or haul by means of a rope or chain and a windlass (2) : to move (a ship) by hauling on a capstan
d (1) : to tighten the spring of <wind a clock> (2) obsolete : to make tighter : tighten, tune (3) : crank
e : to raise to a high level (as of excitement or tension) —usually used with up


Weird how this incorrect spelling has been propagated by our educated press editors.

"wining" (verb) means to supply with wine, or to drink wine. eg. wining and dining.

“Normally someone taking a casual touch... we would exercise a high degree of discretion during Carnival. So once someone doesn’t dirty our uniforms or if they don’t adhere to our instructions things can go to the next level but basically we are extremely tolerant and we take it in stride,” Phillip said.

so differentiate between whining alone and powder/mud.. what de issue? Simple for officers to mark out....and TTPS/Ag. CoP may get better rap wit de public if they allow this...
