Depending on the car, it could be legit. Remember some model cars like the AE100 Corolla, which was produced from 1993 to June 1998, came locally from PAY series and foreign used up to PBN.
Some EG Civics carry more recent plates than EK Civics depending on when they were registered as well.

If it was previously Govt plated Car like a "Police car" or "regiment car" This is quite possible

I had a 1988 Nissan B12 on PBK plates....same time my dad bought a 2000 Primera on PBK plates as well....and seeing as how the owner has documents in hand, its obviously legit. Not every oddly registered vehicle means its bobol from licensing. Owner could have been a returning resident.

Back then it did not have a restriction on the age, that car would have come knock down in a container. It is way later that they banned knock down. When i bought my car in 2000 it was possible to get AE90, b12, b13 and that would have been pbJ,pbk series
there are many b12 with higher registration than pbd.

i believe its also possible to have a car re-registered, or something to that effect.
if the car was not used for some time, it is possible to get new plates in the current series.
not 100% on that though......

In order for him to use that numberplate, he has to Write-Off the previous vehicle to transfer the rights to his other car. Therefore the original car no longer "exists" or on the road.
