yes they should be but of the hundreds of students in a school with more than 50% having serious issues they are swamped with students and their issues. It is impossible to deal with all.......the socal services sector in this country needs to be more aggressive and support schools/children more.......

i had a friend many years ago that was charged with raping a girl during basic training,
he had sex with her in the female block and they were caught by the commanding officer which is the kind of thing that will get you kicked out the military before you start,
