you get deed when you buy land ,may be additional cost
ok to buy unapproved. banks will not approve mortgage on unapproved land
for approval you need basic road way to access land, water supply, drainage, some form of documentation like cadastral sheet or surveyors document indicating the exact boundaries of the land, TIME AND MONEY TO SUBMITT TO GET APPROVAL.
Piece of land that is approved vs unapproved goes for about 100-150k or more. best to just buy approved.
