you should find out about high treadwear tyres. The tyres they use at TTKA Karting events in Arima are TT$1200 for a set of 4 and lasts for only ONE event. That is $1200 for EACH kart for EACH event.
You will have to buy intermediate type tyres too that can work in wet and dry. You DONT want to put customers out there on slicks and rain starts to fall

I used to work at a track in miami when i was in school and will highly recommend buying a fleet of specific rental chassis from a well established kart company such as birel. we had chassis from kart mini out of brazil and they lasted a hell of a long time. most of ur clients will be 1st time karters and WILL crash heavily, even the experienced karters will crash and bounce each other. We had 5hp honda engines that required simple maintenence and started 95% of the time. You should have at least 15 karts ready to run but only run 10 at a time and you get tyres specific for rentals, those will also last a long time. You dont want the rental karts doing over 35 mph because again, there will be inexperienced drivers. dont worry about rain tyres, for safety reasons dont run the rentals while it is raining. putting drifting on the same track will be difficult because it tears up the surface and makes it very bumpy for the karts. the moto x is good but be careful not to let the trail join the circuit where karts will be passing. consession and food and all that is a great idea but focus more on the track for now. all this is a great idea but im sure there is a lot more to it then i touched on. the part that scares me is if it is sounding so easy why hasn't some other businessman invested money into it, especially seeing that there is nothing else like it in tnt its more reason for someone to do it
