pnm and racism goes hand in hand.

racism in trinidad is accepted ,once it is directed towards the docile, weak indian community. who are scared of their own shadows.

if unc did these handouts, cudjoe and company along with prof bartholemew would have been out in force.

again the indian community will read and listen and then go back to their profession and taxis and gardens. but will still complain in their homes and among friends.
and never will the indian fight against the racism.

this is trinidad.

In the year 2006 PNM temporary Senator Joel Primus, ......... as well as another $5,000 grant for pursuit of year one studies on a BSc in Computing and Information Studies at the same institution in 2004.

the hurtful thing is that my sister is on that list with a grant for $31000 dollars ..she is studying medicine at st gorges and i could tell you that money is nothing one of the books she has is about 350 us much less tuition,board etc i cant begin to tell you how hard its been on my family to put her through school .....and there i see ppl getting money for spa courses... that sucks

students who are young, poor, needy and vulnerable are the ones who are meant to receive financial assistance from the Ministry of Culture to pursue their studies.

Saxophonist on secret list of recipients for grants

A woman identifying herself as Culture Minister Marlene McDonald called saxophonist Jesse Ryan at his home, on his mother’s cell phone, and berated him for applying for a grant from her Ministry.

’She called my son and asked him who tell him the Ministry gives out that kind of money,’ Jesse’s mother, Margaret Ryan told the Sunday Express yesterday. She said this incident happened in April this year.


Mrs Ryan gave these details yesterday as she called the Sunday Express to say that she wanted her son’s name off the secret list of recipients of the Culture Ministry’s grants because he never received a cent from the Ministry. She said she wanted her son’s name cleared immediately, and that the family was seeking legal advice on the matter.

Jesse Ryan is listed as having received $94,800 for a Bachelor of Music programme at Berklee College of Music, USA.

He had applied to the Ministry for financial assistance when Joan Yuille Williams was Minister, his mother said yesterday, but before he could get a response, McDonald was appointed as the new Culture Minister. Mrs Ryan said they were told they had to re-apply for any assistance, which they did.

’Then this woman called Jesse, when he asked her who he was speaking to, she identified herself as the Culture Minister and asked him who told him ’we does give out that kind of money,’’ said Mrs Ryan.

She said Jesse tried to explain that he didn’t ask for any particular amount but for whatever help he could get. She said that Jesse also told the caller that he was advised by someone in the Ministry to follow up his first request, when Yuille Williams was Minister, and write a letter to McDonald.

The caller told Jesse she would have to talk to that person, said Mrs Ryan, adding that Jesse never got any subsequent response to his request, and certainly never got any money.

Margaret Ryan said the Ministry never even helped when Jesse’s saxophone was stolen when he was robbed while travelling in a taxi in Chaguanas to get to a rehearsal.

’We got a call from someone in the Ministry when the story about the robbery and his losing his saxophone appeared in the papers but then nothing after that, no help, not even to buy a saxophone,’ said Mrs Ryan. She said that it was with help from the private sector, and a grant from the Ministry of Sports, that Jesse was able to get to Berklee, to complete one semester, from May to August 2008, and manage to make the Dean’s List.

He is currently at home in T&T, again trying to raise funds to continue his studies, she said.

Jesse, who at 21, is also a composer, is the grandson of calypso veteran Mighty Bomber. He emerged onto the music scene in 2006, cupping the J.T Johnson Trophy for woodwind solos at the National Music Festival and has steadily earned his place as one of Trinidad’s bright, young stars. He won three more trophies at the 2008 Trinidad and Tobago Music Festival; the Abdulah Trophy for most outstanding instrumentalist, the Denis Kerr Cup for most improved performer and regained the J.T Johnson Trophy for woodwind solos.

He has performed with local jazz sensations Clive Zanda, Ming Low Che Tung of Elan Parle, Sean Thomas, Michael Boothman, and Anthony Wooddroffe Jr. and has had the privilege of sharing the stage with gospel recording artistes Martha Munizzi and Judy Jacobs.Â

He has also performed at major shows across the island and the Caribbean; represented Trinidad at the 2006 Carifesta, and most recently at the Virgin Gorda Jazz Festival British Virgin Islands.

I actually like that they posted this list.

Now, they will never forget how much their nation and political party gave them :mrgreen:
It will then encourage them to return the favor by returning to T&T and the PNM to make it a better country and political entity.

Why include that part?

Return the favour to country, yes, we all agree.

Return the favour to the PNM, this is the one which confuses me.

Are the recipients of these scholarships now forever in debt to the political party which granted them?

Much is written but we still don't have a list and in this 2009 only a sat type can denote a particular race from a name. Any way i want to see what is the link of the majority of the beneficiaries with the party in question, if there is indeed one.

I think most of the public dissent is with the atrocious way in with Min Mc Donald articulated and dealt with this said issue, any normal person would have been a bit more than peeved.

But since we like to get things clear ,

1.let us see the established link between these persons and the party

2. all of these mis -representations , who are the people that actually received the money , to me it seems as though there are several names on that list who were not beneficiaries of the $$.

3. And for those whom so easily pull the party and race card , in the formative years of TTTI , was there any similar party aid to particular or majority type students, I may be guessing here but anyone enlighten us as to these points.

I know we don't live in an Utopian society , but lets deal with facts not fiction.

Big ads in the newspapers today for scholarships.gov.tt

The Inside Story (pnm publicity) was all about scholarships.

All of a sudden they advertising it big in the papers but on The Inside Story they were saying that they didn't want to advertise it too much because they would not have been prepared to handle all the applications.

Yet they have been giving 'scholarships' since 2003.

Some current PNM senators were beneficiaries.

The line Minister said that the scholarships were given to the needy.

One of the recipients I know of certainly wasn't needy.

As was said before, this was just another PNM slush fund. :|

in a crusade to attack the "idol worshipping" , elephant loving hindus in this land, money will appear out of nowhere. oil prices is back up to US$80.00 so don't worry folks. the PNM and their lot have lots of money for scholarships, free housing, free food and palance all day :) :) :) :)

Jail eh nice!

Days after former prime minister Patrick Manning dared the Government to lock him up, Prime Minister Kamla Persad-Bissessar reminded him of his own words "jail eh nice", while she provided proof that the former Manning-led administration practised discrimination through a secret scholarship fund.

Persad-Bissessar was armed with a July 2011 report from the Equal Opportunity Commission (EOC) which is headed by Prof John Le Guerre.

The report disclosed that there was racial discrimination in the award of scholarships under the People's National Movement government with only seven per cent of persons of East Indian descent receiving funding while the majority 93 per cent were awarded to non-Indo Trinidadians.

She further stated that Manning was involved in the scam, penning private notes to former government minister Joan Yuille-Williams to "handle this quietly" with respect to awarding scholarships to persons whom he personally recommended, including the daughter of the former head of SAUTT, Brigadier Peter Joseph.

"You violated the rule of law, so you have absolutely no moral authority to come here and pontificate in this Parliament, you must first atone for your sins. Not only must you atone, those of you who were involved in that scam, in that fraud, in that breach of the Constitution, they will go to jail. As the member for San Fernando East always say, jail eh nice," said Persad-Bissessar.

"The investigation by the EOC did in fact reveal that there was shameless, rampant discrimination in the award of secret scholarships by the former government," said Persad-Bissessar.

The Prime Minister said she has advised the Attorney General Anand Ramlogan to forward the EOC's report to the Director of Public Prosecutions and the Commissioner of Police and she further instructed that a forensic audit be conducted into the scholarship programme.

In 2009, when it was revealed that there was a secret scholarship fund in the Ministry of Community Development, now Transport Minister Devant Maharaj had submitted a complaint to the EOC citing discrimination.

The EOC, in its report, found that there was discrimination and that the scholarship programme where $45 million of taxpayers' money was expended was used by Manning and other PNM members to selectively award scholarships.

Referring to the report, Persad-Bissessar pointed out that more than half of those who applied for scholarships came from the constituencies of San Fernando, Port of Spain North/St Ann's West, Diego Martin West, Arima and Laventille East/Morvant.

She pointed out that 11 per cent of the applicants were from Diego Martin West, asking who would have made the recommendation.

"You barking up the wrong tree," said Opposition Leader Dr Keith Rowley, MP for Diego Martin West.

"Shame!" shouted members of the Government benches as Government Minister Anil Roberts quipped, "Not even a dougla, boy?"

Persad-Bissessar said the criteria that were set out by the Community Development Ministry stated that the applicants must provide evidence of financial need.

She then waved a copy of a letter requesting financial assistance for a student to the tune of $25,600, which was signed by Manning himself.

The letter stated that the student did not qualify as needy but assistance was recommended.

Furthermore, Persad-Bissessar indicated that the EOC report stated there were major breaches on the ministry's part.

She said there were no records of the selection committee meetings and the EOC even cast doubt that a committee even existed.

The EOC, said Persad-Bissessar, found that several claims of financial need and subsequent award of financial assistance were "suspicious" after a review of the application for the years 2002-2007.

"The investigators found that there was no completed application forms for almost half of the persons (47 per cent) who received scholarships under this secret scheme. Of those that filled out the form, 36 had no address and were therefore incomplete," Persad-Bissessar read from the report.

She added that the EOC discovered that more than half of the awards for local study exceeded the $25,000 limit allegedly set by the ministry.

And some 94 per cent of the awards for the foreign programmes exceeded the foreign limit.

"In other words, there was absolutely no attempt to control the value of awards given," said Persad-Bissessar as she described the programme as "a PNM slush fund".

She added that EOC investigators, after inspecting the vote books, found that the fund was used to pay every imaginable expense from scholarships grants to the following: community wardens, salaries, catering services, gardening services, rental of retained properties, rental of sound equipment, rental of stages, printing fees, publication fees and communication fees (TSTT, et cetera).

Unlike Government Assisted Tertiary Education programme, Persad-Bissessar pointed out that under this scholarship programme no agreements were signed.

"The PNM government simply gave away $45.3 million taxpayers without a shred of follow-up or justification," she said, stressing that the programme was never advertised nor was any NGO or community group used to recommend persons.

It was about time someone is held accountable for this. Imagine 45 million of OUR hard earned tax dollars gone down the drain behind these dishonest people.

I know the PNM loyalists gonna crawl out of the woodwork now and try to defend the usual sqandermania but we have to look at the real issue.

Patos was daring the authorities to lock him up. Well he might get his wish now........hopefully.

They should seize and auction his Range and put the proceeds into a scholarship fund for actual needy and merited students.

There may be a tuner who was one of those people who received funding with no apporvals or anything.
