We need a curfew the PNM and Unc nookie footing around the situation. If you want to reduce crime a curfew is needed ......no mathematics in that

Curfew or not…wont make sense with a corrupt and incompetent TTPS either way.

Curfew just pauses crime really.

We don’t need a SOE to reduce crime….we need the people holding the power to make decisions and implement change to be uncorrupt.

We all know the entire list of all the great ideas needed to reduce crime…..but ask yourselves why they do not want to take action.

If they have a curfew the population would have a serious problem with it. Especially with the pause on acting in the public service, no cepep anywhere, still notable failures on crime itself, the same roadblocks they said keeping back the public being done more now (even before the curfew) and the PM is MIA. But they moved their favorite prisoner to a secure location manned by an equally corrupt TTCG and TTDF. This is going GREAT.

Biggest WOFT on tax payers money IMO.
All these illegal guns/drugs/people/goats/cheese/camouflage jockey shorts entering the country by sea and they doing what exactly? Airguard for all their bravado seem to be closely following in their footsteps.
One can deduce that they are a major part of the crime problem

We have to be honest and realistic an SOE without a curfew essentially defeats the purpose

...explosives, grenades, and rogue officers in massive plot to attack police, Judiciary, and DPP

Explosives, grenades, and high-powered rifles allegedly smuggled in from Venezuela and South American countries were to be used in artillery strikes against the Trinidad and Tobago Police Service (TTPS), members of the Judiciary, and the Director of Public Prosecutions (DPP).

This formed the basis of why Police Commissioner Allister Guevarro approached the Government to call a state of emergency (SoE).

Sources said police stations along the East-West Corridor, including Besson Street, Barataria, Morvant, San Juan, and the Guard and Emergency Branch (GEB) in Aranjuez, were among the targets.

Guevarro recommended the declaration of an SoE after intelligence uncovered a plot to destabilise the country through coordinated grenade attacks on State buildings as part of a planned pri­son break.

Sources within national security told the Sunday Express that a network of inmates, external criminal elements, and complicit prison officers conspired to execute a large-scale terror attack aimed at unleashing chaos and mass casualties.

The SoE was declared on July 18.

Intelligence identified approximately 30 prisoners across multiple facilities who continue to control criminal operations from behind bars. Additionally, 40 prison officers, including a senior officer, have been flagged as aiding these illicit activities by smuggling contraband into the prison system.

The Sunday Express was told that law enforcement intercepted a detailed plan involving the use of C-4 explosives to breach the wall of the Maximum Security Prison (MSP), allowing for an escape into forested areas. Rocket-­propelled grenades were also reportedly intended to disable law enforcement’s air support and tactical units.

Law enforcement has identified the alleged masterminds behind the conspiracy, which involved at least six organ­ised criminal gangs (OCGs).

“The plan was to wreak havoc, destabilise the country by launching grenades and killing thousands. This would have been worse than 1990—ten times over,” said a source.

Sources expressed frustration at the ease with which inmates continue to orchestrate crime, using hundreds of smuggled mobile phones to send encrypted instructions to gang members outside. Prisons Commissioner Carlos Corraspe told the Sunday Express on Friday that in the past 11 months, some 550 cellphones have been confiscated from inside prison cells.

Sources told the Sunday Express that during the extraction of high-risk inmates from MSP, a senior prison officer alerted the prisoners of the police operation. Prior to this, there were reported efforts to delay the transfer.

“There is strong defence for prisoners, with the mantra being ‘innocent until proven guilty’, but the system allows them to sit comfortably in their cells and remotely control criminal enterprises that inflict terror on innocent, law-abi­ding citizens,” an official said.

The Police Commissioner recommended the SoE to swiftly contain the threat, form a high-level security task force—comprising the TTPS, CID, SSA, Cyber Crime Unit, and others—and relocate specific inmates to more secure locations.

According to national security sources, the terror plot was to be funded through criminal means, including kidnappings for ransom, home invasions, and robberies.

Trafficking in prisons

The Sunday Express learnt that “rogue” prison officers were to play a central role in executing the terror plot. For years, corrupt officers—across various ranks—have facilitated the smuggling of contraband into the system for hefty fees. These items were introduced not only via staff but also through drone drops.

Intelligence reports identified at least 30 drone deliveries to various prisons, carrying mobile phones, marijuana and cigarettes. A single cigarette can fetch $300 on the prison black market.

Despite a majority of pri­son officers remaining committed to duty, sources said they often face intimidation and fear tactics from both in­mates and their cor­rupt colleagues. There are some 2,700 prison officers across 11 pri­son facilities in T&T.

It is felt the slow pace of the judicial system, low detec­tion and prosecution rates, and corruption within law en­forcement have crea­ted a playground for criminals— both inside and outside pri­son walls.

Gang leaders are reportedly aware of the loopholes within the prison infrastructure, including ways to bypass mobile signal jammers. They are also able to obtain private information on uncorrupted officers, placing those officers at significant risk.

“Hits” have been called from inside prison cells—not only against rival gang members but even State prosecutors.

Despite regular cell searches and the use of jammers, inmates still manage to maintain external contact. This is why inmate relocation is key.

There have been calls for a complete overhaul of the prison system, including detailed audits and the frequent use of lie detector tests on officers.

The Sunday Express was told that security for key figures such as the CoP, DPP and members of the Judiciary has been increased.

Shocking prison plot forced top cop to call for SoE:

A plot to kill a judge and the Director of Public Pro­secutions (DPP) prompted Police Commissioner Allister Guevarro to request the state of emergency earlier this month.

Crucial information and evidence uncovered during ongoing searches of several prison cells at the Wayne Jackson Building of the Maximum Security Prison (MSP) over the past several months revealed plans to target the two high-ranking officials.

Senior intelligence sour­ces, as well as highly placed prison sources, confirmed that the material was viewed with “extreme concern”, considering they were two top-­level officers who were being targeted by gang leaders from within the prison.

The Sunday Express established, through conversations with top prison and intelligence officials, that this evi­dence led CoP Guevarro to recommend a state of emergency, which was implemented on July 18. It formed part of a broader set of critical intelligence gathered by the Special Branch in the weeks leading up to the declaration.

According to sources, the evidence found inside the prison cells targeting the senior le­gal State official inclu­ded newspaper clippings, and other related information.

“We noticed that particular gang leaders who had once been at war had formed some kind of common bond against (the DPP), with the intent to get rid of him,” said a national security source, speaking on the condition of anonymity.

Another senior intelligence source said that following the discovery of this material, a decision was made to increase security around the DPP. “We certainly weren’t taking any chances after the killing of Randall Hector last year,” the source said.

What senior intelligence and prison sources found even more disturbing than the plots to assassinate State officials was the stunning level of coordination under which the rival gangs appeared to have united in a rare alliance to execute their murderous plans.

“You have to understand how these gangs were now operating behind the pri­son walls. There was a clear structure of leaders, and they were now operating like a business where they had an executive. Essentially, they call the shots; they sort out any difference or conflict outside or inside the prison walls, and they control the narrative,” a senior prison source said.

Multi-gang alliance

Several sources confirmed that inmates housed at the Wayne Jackson Building had become the leadership core of a multi-gang alliance. “They put aside all differen­ces and came together in a move of solidarity, offering protection and support in an antagonistic environment,” the senior prison source added.

Three senior intelligence sources further said there was now a whole new world order that was established by this so-called hybrid gang who “were operating on so­cial media using certain codes and symbols”.

Another high-ranking intelligence source said that based on information they had come across, these gangs had formed what was now commonly known as GR8 —an alliance among three major gang leaders along the East-West Corridor.

G-Squad, also known as the Gorilla Squad, is controlled by a gang leader from the North-East area; while R, known as the Resistance gang, is controlled by R-man from East Trinidad; and lastly, 8, also known as Anybody Gets It (ABG), is controlled by a gang leader along the East-West Corridor.

Sources say that adding to this dynamic is the involvement of another influential gang leader, believed to be the head of the Muslim gang, who has also endorsed and aligned himself with this alliance.

Equally troubling, according to prison sources, is the long-standing involvement of a senior prison officer who has been linked to a known gang leader.

The two are said to have known each other before the officer joined the Prison Service, with allegations that he has carried out favours for the gang leader over the years.

“This is now engaging the attention of authorities, and it has been raised as an urgent matter in high intelligence circles. This particular prison officer has been responsible for aiding and abetting these gangs and fostering that kind of culture within the prison walls,” said the senior prison source.

At least two high-ranking intelligence sources corrobo­rated the information provi­ded by the prison source, saying there is the likelihood in the coming weeks that the senior prison officer could be reassigned pending further investigations into his conduct and his alleged illicit activities.

And while cellphone communication may have been stymied since the recent crackdown, a senior intelligence source revealed that despite the constant sweeps, rogue prison officers continue to smuggle phones to select inmates—at a going rate of $2,500 per device.

“We have even gotten information, apart from the cellphone situation, that prison officers are relaying verbal messages from one prison to another when the opportu­nity arises. We have a few names, and we’ll be looking into this further,” revealed the intelligence source.

So they know all this information for YEARS and did not set up any sting operations to catch the senior prison officer or find the rocket propelled grenades?

We still dotish like that or the politicians in the PNM and UNC have serious cocoa in the sun?
