Easy to see what happened here...contractor doesn’t want the embarrassment that will be linked to him and his reputation when it is discovered clearly a kickback from the previous administration. As someone who worked in the public service for a number of years this was no mistake or clerical error.... NO low rank Clerks doing Contracts of this magnitude Would most likely be done by the Ministry's Lawyers And be Checked by the Accounting Officer, who is the Permanent Secretary, NO LESS! Minister Moonilal’s attempt to attribute blame on me and the previous cabinet for what he has admitted is a pricing matrix error in a previous Cabinet Note reeks of desperation. The pricing matrix that he refers to would have been prepared by the technical staff at the Ministry of Energy and vetted by the technical staff including the Permanent Secretary. I do not know what are the specifics that he is referring to but I am confident that it was not due to any ‘error’ on the part of the cabinet nor myself.
The pricing matrix would be a complex formula that seeks to share profits made from the gas produced at varying global gas prices after deducting the recovery of costs and fiscal terms. This was all negotiated by the Ministry of Energy’s very competent technical staff who would have prepared the Cabinet Note and Production Sharing Contract.
What is also pathetic is Moonilal’s claim that this government has recovered revenue. This is another blatant attempt to hoodwink the population as the project which the production sharing contact refers to has not even been sanctioned. Woodside and bp have not taken a decision to produce this block so any claim of recovered revenue is fictitious and based on conjecture. In fact, Minister Moonilal should advise the country if Woodside are still pursuing the deepwater project “Calypso” or if they are preparing to shut down their operations and depart Trinidad and Tobago.
It is clear that Minister Moonilal is struggling to prove himself in his new role and is out of his depth. He continues to grasp at straws whilst surviving off of the work that was done previously. His claims that he would pursue gas in Grenada, Suriname and Guyana have evaporated and every utterance he makes about successful gas production is a result of previous work and nothing to do with him.
Moonilal would do well to keep the theatre out of the serious business of the energy sector.

what is the legal status of low alcohol drinks like shandy? in terms of children getting it? perhaps the new law labels all drinks with 2% or less as low alcohol similar to the UK, then 18-20 are allowed these drinks

GOVERNMENT is moving to make it mandatory for all citizens to walk with a form of identification at all times in an effort for the police to enforce proposed changes which would raise the legal age limit to consume alcohol, use marijuana and gamble.
Homeland Security Minister Roger Alexander said on July 10 that the enforcement of the new laws was the responsibility of the police.
He said the Prime Minister had informed him of the proposal before she spoke at a political platform on July 7, in Penal. The PM proposed increasing the legal age to drink alcohol from 18 to 21 and increasing the age to smoke marijuana and gamble from 18 to 25.
"If you tell me you are 16 years old, I could say I’m 40 years old, but I am 17, so some people, more so, must walk with some form of ID so police can ascertain your age and your address. So it’s something we are looking to address.”
He said the new laws will make it easier to detect minors who consume alcohol.
“The AG is having discussions with respect to that issue."
Alexander updated the media following his participation in the 49th Caricom Heads of Government meeting in Jamaica.

does this mean you need ID all d time or only when buying/consuming alcohol? not that i dont already have an ID on me already but it's my DP, but if i travelling somewhere i probably wont need to have it.
