Chamber pleased with lease for refinery

THE Energy Chamber has expressed its support for Trinidad Petroleum Holdings Ltd (TPHL) to discuss the lease of the former Petrotrin refinery to Nigerian company Oando PLC.

Petrotrin was restructured in 2018 into TPHL.

On February 27, Energy Minister Stuart Young said Oando PLC has been selected as the preferred bidder for the lease of the refinery.

He added Cabinet had informed TPHL of its non-objection to proceeding with discussions with Oando.

"The ball is now in TPHL's court. The Cabinet is satisfied with this decision, and I urge the public to stay informed and make decisions with the country's future in mind."

In an opinion published on the same day, the chamber said it has long supported the privatisation of the refinery to put the asset to productive use.

"Significant capital investment is required to bring the refinery’s assets back into productive and profitable operation. This investment must be carefully deployed and managed, as it involves substantial risk."

For this reason, the chamber said no additional taxpayer funds from TT should be allocated to this investment.

"The required capital should come from the private sector. Given the scale of the investment needed, the majority of this capital was always expected to originate from international sources."

The chamber said it has also strongly supported and encouraged local private-sector participation as well.

"Reviving operations at the Guaracara refinery will generate new jobs, create business opportunities, and increase tax revenue for the government."

The chamber added it is prepared to work with Oando to ensure the safe resumption of refinery operations.

"We are confident that this marks the beginning of a long and mutually beneficial relationship."

Oando sees Guaracara refinery lease as 'strategic bridge' between Africa and Caribbean

Nigerian Energy Group, Oando Plc, says its selection as the preferred bidder for the Guaracara refinery will serve as a “strategic bridge” between Africa and the Caribbean.

On February 27 during a post-Cabinet press conference, Energy Minister Stuart Young, acting as Prime Minister in Dr Keith Rowley’s absence, announced that Nigerian Oando Plc had been selected for the lease of the Guaracara refinery.

And Monday, Oando issued a release confirming that it had been formally advised in writing of its selection as the preferred bidder for the lease of the Guaracara Refining Company Limited (GRC)’s refinery assets from Trinidad Petroleum Holdings Ltd (TPHL).

“This award underscores Oando’s track record of reliability, innovation, infrastructure development and aligns with its Corporate Strategic Vision of expanding across the Caribbean region,” Oando stated.

“This partnership also represents a strategic bridge between Africa and the Caribbean as Oando’s involvement in the Refinery will serve as a catalyst for deeper Afro-Caribbean collaboration in the energy sector, paving the way for increased trade, investment, and knowledge exchange. This initiative underscores Africa’s growing influence in the global energy landscape and highlights the role of indigenous African companies in fostering economic transformation across borders,” it stated.

Commenting on the announcement group chief executive officer, Wale Tinubu, said the move aligns with Oando’s vision of expanding its operational footprint.

“We are honoured by the confidence the Trinidadian government has placed in us with this award. This strategic investment aligns with our long-term vision of expanding into high-potential regions and growing our operational footprint, leveraging our vast technical expertise and global partnerships to finance projects. We recognise the significance of this opportunity and look forward to working with all stakeholders to deliver maximum value for all parties involved,” Tinubu said.

Oando said with a capacity of 175,000 barrels per day and a Nelson Complexity Index of 8.0, the Guaracara refinery is “well-suited” for processing regional crude oils and supplying both domestic and regional markets with refined products.

“The next steps in the process involve detailed discussions with the government and regulatory authorities to finalise the lease agreement and operational framework. As this process progresses, Oando PLC will continue to provide timely updates to stakeholders and the public,” Oando stated.

The three companies whose proposals were evaluated were CRO Consortium, a locally based consortium; INCA Energy LLC, which is based in USA, and Oando PLC, which is based in Nigeria.

PETROTRIN-OANDO PRE-ELECTION DEAL COLLAPSES

THE government’s attempt to sign a pre-general election deal with Oando Plc to operate Petrotrin’s facilities has collapsed.

Oando’s executives cancelled a planned visit last week. And Scotiabank Capital (USA) Inc., which was paid $12 million, has hurriedly terminated its consultancy contract with Trinidad Petroleum Holdings Ltd. (TPHL).

Now a key advisor in the divestment process is Mushtaq Mohammed, General Manager of Paria Fuel Trading Co., who is on criminal charges in connection with the February 2022 deaths of four divers. Mohammed and other Paria bosses are accused of major health and safety breaches.

Michael Quamina, Chairman of TPHL, has pushed back against fast-tracking the privatisation ahead of the election, putting him in conflict with Prime Minister Stuart Young.

Quamina “is behaving politically mature and legally responsible,” an informed source said.

These major developments place the latest divestment attempt in danger of failure, similar to the two previous efforts.

Young and Attorney General Camille Robinson-Regis were racing to sign a heads of agreement before April 28. Ms. Robinson-Regis headed a Cabinet evaluation committee that gave Oando top marks. But the company is facing a string of financial and operational issues, which compound its lack of experience in operating a refinery.

A few days ago, Oando’s pipelines in the oil-rich Bayelsa state of Nigeria faced extensive sabotage.

The company failed to meet its respective deadlines to submit its 2023 and 2024 financial statements to the regulatory authorities. International experts have termed Oando corrupt, almost insolvent, and run by politically connected incompetent officials.

Along with Mohammed, Paria’s Chairman Newman George has a key role in the current divestment process. They have held onto their top jobs at Paria despite the deaths of divers Kazim Ali Jr., Yusuf Henry, Rishi Nagassar, and Fyzal Kurban. A commission of enquiry, headed by Jerome Lynch KC, recommended that Paria be probed for corporate manslaughter in connection with the pipeline deaths.

One source suggested Scotiabank officials pulled out because “they did not want to be scapegoats for the selection of Oando ... when further due diligence was required.”

UNC leader Kamla Persad-Bissessar recently said if she is elected, she would not honour any pre-election Petrotrin deal.

Ms. Persad-Bissessar said: “This disposal of the refinery on the eve of a general election is a last-gasp corrupt deal...”

Ken Ali is a known UNC stooge from back in the days when they "promoted" him to be the CEO of TTT. He did a messy job just like the current PNM CEO is doing.

I noticed that they did not mention this:

Scotiabank Capital (USA) Inc., which was paid $12 million, has hurriedly terminated its consultancy contract with Trinidad Petroleum Holdings Ltd. (TPHL).

One of the promises made by Prime Minister-Elect, Kamla Persad Bissessar, made is to restart the Petrotrin Refinery.

While this move is being welcomed by economist Dr Justin Ram, he is advising that once in operation, the refinery must provide revenue to the new government.

Guyana and the US did not trust PNM.

Just wait as part of Guyana oil will be refined in Trinidad for regional consumption.

Apart from Guyana, Trinidad can pump 40000 per day.

Most likely, the refinery will be run on a smaller scale.

That the pnm figures . Remeber men said it have plenty wells that capped and jess hadda start back.

There are capped wells. We also have been using EOR since whenever that went downhill in previous years. Right now systems are being progressively put back in place (steam injection and gas compressors).
Our oil is not of high quality, it's classed as whats called molo (medium octane, low octane). Venezuela and guyana oil however is of higher quality, so with our own oil and Imported oil we make up the quota for the refinery and finished product prices have not dropped. Profit margin remains the same.

the gas compression wasn’t a failure?
even if it worked it would just accelerate the death of those wells being aggregated

You get gas, oil and water from wells. Water is separated from oil and gas is vented. Natural gas is a greenhouse gas and fuel. Natural gas comes from uncapped out of production wells as well as wells in production. Capture of and compression of this gas for transport via pipeline to steam generators as a fuel source reduces or eliminates the need for purchase from ngc. Where natural gas is being rationed it's best to use your own if you have rather than buy.

wasn’t there was supposed to be a project where dying lower pressure wells were being collected and compressed to provide a higher output source of gas
