If only there was some kind of authority in charge of planning and enforcing how lands and buildings are developed utilizing a code or standard, and another authority in charge of ensuring that property owners adhere to ensuring there are adequate water sheds and proper, clean, clear drainage, then maybe........just maybe, floods would be reduced.
