Switching instrumental Cluster in VW

Can anyone recommend a euro technician who can do a cluster change? The cluster needs to be cloned, and the person must have equipment to read the PINS of the present cluster which is then used on the new cluster to communicate with the ECM and register the keys as well.

would you be able to tell me what model euro you got ?
