my friend just turbo charge his rover vi its a 1.8 engine now the car is not reving pass 4000 rpm i need some help

He turbo charged a Rover Engine? Would like to see that setup. What did he do about the VVC Cams?

Ignoring the quality of internal engine modifications and how long this will last, what engine controller is being used?

well my friend just put on a greddy blue with the map censer its not tune tho and for some reson the car is going in to limp mod
