bulbs may be blown or might be disconnected by accident during the build?

ok since this man put up a "light ched" i will post my problem here. My high beam in one of my headlights not working"2004 lancer" . I decided to buy two super white bulbs but someone told me that i should install a "relay" before installing the bulbs because they were a higher wattage or something like that. Could somebody tell me wtf is a relay, where i getting it and how to install it. Oh and before i forget is all this true??? thanks

so this weekend i went by the electrician and he told me no need to install the relay becasue it might burn up the wires cause the bulb will be pulling more current if i install it (the relay that is). He said to install the bulbs without the relay so i did that, now the bulbs showing fine i just hope it don't blow again cause this is the third time i changing the dam superwhite bulbs.
