Diagnostics Testing - 4AGE

Ok fellow 2nr's i got a bit of a problem.

The Problem:
AE101 with 4A-GE silver top 20v automatic.

Engine light come on while driving, car sputters and eventually cuts off. The car starts, engine light comes on, sputters cuts off.

The Story:
I have it by the "Master" Mechanics and i have been buying random parts at their requests and nothing has rectified the problem. First part, distributor. They said it bad and needs changing out. Then it was the plug wires; which it seems are difficult to come by so i had to settle for original Toyota plug wires. This still have not rectified my problem. Now they are saying i need a Air Flow sensor which turns out to be the entire housing (think its a AFM?)

Now my knowledge is fairly limited and i have been learning from this forum for some years now so excuse if I'm sounding stupid or just plainly dont know what im talking about. ANYWAY.. I think im being danced around buying various parts and its not solving the problem. Today i have been told they cant isolate the problem due to the Diagnostic system not being "hooked up" and when they connect it to their machine they get no codes or response. This is located in the Engine bay right?

The Question / Cry for help:
I need some advice or point me in the general direction of someone who can see if the Diagnostic System really isnt connected and if it isn't, can hook it up for me? The car electrician i usually go by is always pretty busy (for those who know him in South named "Tallboy") I refuse to buy another part (to bring in the AFM from Japan would cost an absurd amount; which is what i was told from a reputable company) until this problem can be isolated.

Any advice would be greatly appreciated as im really out of options and ideas now.

What's Scar Concepts exactly?

Can they look at the diagnostic unit? Assist in figuring out if its hooked up or not?

Test the ECU? Help me out here... :?

these fellas have been dealing with 20v since it came to trinidad
all electrical work can be done
